Cablegate One Year Later: How WikiLeaks Has Influenced Foreign Policy, Journalism, and the First Amendment

One year ago today, WikiLeaks started publishing a
trove of over 250,000 leaked U.S. State Department
cables, which have since formed the basis of reporting
for newspapers around the globe. The publication has
given the public a window into the inner workings of
government at an unprecedented scale, and in the
process, has transformed journalism in the digital age.
In recognition, WikiLeaks founder Julian Assange was
just awarded Australia's version of the Pulitzer Prize,
in addition to the Martha Gellhorn journalism prize he
won in the United Kingdom earlier this year. As Salon's
Glenn Greenwald observed, "WikiLeaks easily produced
more newsworthy scoops over the last year than every
other media outlet combined." Yet at the same time, the
Justice Department has been investigating WikiLeaks for
criminal violations for doing what other media
organizations have been doing in the U.S. for
centuries--publishing truthful information in the public
interest.
Here is a look at Cablegate's impact on journalism
surrounding six countries central to U.S. foreign
policy, and why it is vital for the media to stand up
for WikiLeaks' First Amendment right to publish
classified information. The WikiLeaks Cables and Their
Contributions to Journalism
Libya
This past summer, Senator John McCain was the most
vocal member of Congress cheering for more aggressive
military action to remove Libya's then-leader Muammar
Gaddafi. But a WikiLeaks cable revealed just two years
earlier, Sen. McCain had personally promised to arm
Qaddafi with U.S. military equipment. Yet Gaddafi was
one of the strongest critics of the WikiLeaks
publications. The cables exposed the greed and
corruption of his regime, and, according to some
reports, seemed to drive him crazy. He even accused the
CIA of leaking the documents to undermine him.
Pakistan
Long before U.S forces secretly entered Pakistan to
kill Osama bin laden in August, the cables confirmed
the U.S. military was already covertly operating inside
the country--a fact that the U.S. government had
previously denied for months. Despite public support
for the Pakistani government, the cables also showed
U.S. diplomats have long thought of the Pakistani
intelligence service, the I.S.I., as a "terrorist
organization" that tacitly supports al-Qaeda and the
Taliban.
Yemen
One of the first cables released in 2010 confirmed
reports of another undeclared military action that the
U.S. had previously denied--drones strikes in Yemen. At
the same time, the cables detailed the secret deal the
Yemeni President made with the U.S. to allow the
strikes, which he lied to his people about in the
process. When the C.I.A. extra-judicially killed
alleged al-Qaeda leader and U.S. citizen Anwar al-Awaki
with a drone in October 2011, the U.S. publicly
announced the death but refused to officially release
any information about the strike. A cable published by
WikiLeaks provided a blueprint for how the attack was
carried out.
Egypt
During the Egyptian revolution, the cables gave the
rest of the world a stark and unflinching look at the
brutality of Mubarak and his regime, facts of which
Egyptians were already well aware. The cables painted a
"vivid picture" of the U.S.'s close ties with the
regime, but also confirmed to the international
community that police brutality in Egypt was "routine
and pervasive" and that "the use of torture [was] so
widespread that the Egyptian government ha[d] stopped
denying it exists."
Tunisia
The cables have been credited with directly influencing
what came to be known as the Jasmine Revolution. In the
early stages of mass political protests in Tunisia,
Nawaat--the influential Tunisian blogging group--set up a
website called Tunileaks and widely distributed the
cables to Tunisian citizens. The cables confirmed that
the U.S. viewed Tunisian President Ben Ali as a corrupt
and brutal tyrant and fanned the flames of the already
smoldering revolution. Amnesty International would
credit WikiLeaks and its media partners as "catalysts"
in the people's successful ouster of Ali.
Iraq
In what may turn out to be WikiLeaks' most lasting
legacy, CNN reported a month ago that a WikiLeaks cable
played a role in expediting the return of all U.S.
troops from Iraq and ending the decade long war.
Negotiations to keep U.S. troops in Iraq longer than
the original 2011 deadline were strained when Wikileaks
released a cable showing the U.S. tried to cover up an
incident where soldiers knowingly killed innocent women
and children in Iraq. Iraqi negotiators indicated the
cable gave them excuse to refuse to extend the troop
presence.
This, of course, only scratches the surface, as the
cables have shed light on almost every major foreign
policy story of 2011. In April, Atlantic Wire reported
that nearly half of 2011's New York Times issues relied
on WikiLeaks documents. And while all of the cables
have now been released, the impact is still
reverberating. Zimbabwe's notorious dictator Robert
Mugabe may be next to feel the effects. The BBC
recently reported that WikiLeaks revelations may force
him to step down from power, a notion that was
previously "unthinkable." Long Term Impact: WikiLeaks
and Threats to the First Amendment
As we look back at how the WikiLeaks cables have
enriched and colored our understanding of recent
history, it's impossible to ignore that the Justice
Department is currently investigating individuals
allegedly associated with WikiLeaks, reportedly for
possible violations of the Espionage Act of 1917--an
outdated relic of World War I--which has recently been
used to punish government leakers.
No media organization has ever been indicted, much less
convicted, under the Espionage Act. Constitutional
scholars almost uniformly agree that a prosecution of a
media organization would be devastating for press
freedom and violate the First Amendment. The Justice
Department has reportedly tried to avoid this
constitutional problem by trying to craft charges
against Wikileaks leader Julian Assange for soliciting
or inducing classified information from his source
under "conspiracy to commit espionage" theory.
Of course, asking sources for information is part of
the normal news gathering process for any reporter,
which is why Yale law professor Jack Balkin said the
Justice Department's strategy "threatens traditional
journalists as well." Secrecy expert Steven Aftergood
argued that a prosecution under this theory could
criminalize "ordinary conventions of national security
reporting." And former New York Times general counsel
James Goodale remarked the Justice Department might as
well be investigating WikiLeaks for "conspiracy to
commit journalism."
Yet the mainstream press, most notably the New York
Times, has done little to defend WikiLeaks' right to
publish, despite the fact that legal observers on both
the left and right have said it's impossible to
distinguish WikiLeaks and the Times under the letter of
the law.
Assange's rocky relationship with the Times and other
media partners may be the reason for the Times'
silence. But, no matter what one thinks of Assange,
failing to defend WikiLeaks' right to publish
government secrets is dangerously short sighted. With
all the attention WikiLeaks has received, it's easy to
forget that newspapers have been publishing secret
information for decades. In fact, in the past year,
stories based on non-WikiLeaks classified information
about Afghanistan, Pakistan, Russia, Yemen, Somalia,
Libya, Iran, China have graced the pages of the
country's most established publications. And much of
the information on which those stories were based is of
a higher classification level than anything WikiLeaks
published.
The New York Times may feel safe in the Justice
Department's indication that they are not the target of
any investigation, but the "trust us" argument will
only last until the next big scoop. It was less than a
decade ago that then-Attorney General Alberto Gonzales
repeatedly claimed he would like to investigate the New
York Times under the Espionage Act for its NSA
warrantless wiretapping investigation. New York Times
reporters James Risen and Eric Lichtblau won a Pulitzer
Prize for exposing gross constitutional violations that
also happened to be classified "Top Secret." But with a
successful WikiLeaks prosecution, a threat like
Gonzales' could force a paper to kill such a story, or
worse: the next Pulitzer Prize winner may be forced to
accept his or her prize from a jail cell.
The mainstream American press has the most to lose from
a WikiLeaks prosecution. Whether or not Julian Assange
is indicted can't extinguish the idea WikiLeaks
represents. We now know the technology and expertise
exists to create anonymously driven whistleblower
platforms that can advocate for government transparency
by publishing all over the world. As the Economist
said, "Jailing Thomas Edison in 1890 would not have
darkened the night." And despite the established
press's unwillingness to defend WikiLeaks, they are
also trying to copy WikiLeaks' model.
As the media look back on the WikiLeaks cables'
wide-ranging impact on journalism this week, it's
important they also defend the idea behind WikiLeaks.
Because if they do not stand up for WikiLeaks' right to
publish, in the end, it will only be harder to preserve
the publication rights of mainstream organizations like
the New York Times. The real casualty in a Wikileaks
prosecution will not be Julian Assange; it will be the
death of a free press and the First Amendment itself.

The 99%: A Community of Resistance

When the Occupy Wall Street movement erupted on 17
September 2011, I happened to be reflecting on my
remarks for the upcoming International Herbert Marcuse
Society conference. By the time the conference convened
on 27 October at the University of Pennsylvania, the
encampment in Zuccotti Park was well-established and
similar encampments had emerged in hundreds of
communities around the country. On the opening day of
the Marcuse conference, there were over 300 tents in
the plaza outside Philadelphia city hall.
The organising theme of the conference - "Critical
Refusals" - was originally designed to encourage us to
reflect on the various ways Marcuse's philosophical
theories push us in the direction of a critical
political practice located outside the proper realm of
philosophy, but nevertheless as anchored in philosophy
as it is in a will to transform society.
So, while we were certainly prepared to ponder the
connection between Marcuse's philosophical ideas and
his association with the movements of the sixties, we
were struck by the serendipitous affinity of the theme
with the emergent Occupy movement. As presenters
arrived in Philadelphia, we repeatedly expressed our
enthusiasm about the confluence of the Wall Street and
Philadelphia occupations and the conference theme,
which seemed to us to emphatically enact the 21st-
century relevance of Herbert Marcuse's work.
I don't know whether any of us could not have predicted
that on the second day of the conference, the plenary
audience of more than 1,000 would be so riveted by this
historical conjuncture that almost all of us
spontaneously joined a night march, which wended its
way through the streets of Philadelphia toward the
tents outside city hall. At the site, I reflected aloud
- with the assistance of the human microphone - on the
differences between the social movements with which we
have become familiar over the last decades and this
newly-grown community of resistance.
In the past, most movements have appealed to specific
communities - workers, students, black people,
Latinas/Latinos, women, LGBT communities, indigenous
people - or they have crystallised around specific
issues like war, the environment, food, water,
Palestine, the prison industrial complex. In order to
bring together people associated with those communities
and movements, we have had to engage in difficult
coalition-building processes, negotiating the
recognition for which communities and issues inevitably
strive.
In a strikingly different configuration, this new
Occupy Movement imagines itself from the beginning as
the broadest possible community of resistance - the
99%, as against the 1%. It is a movement arrayed from
the outset against the most affluent sectors of society
- big banks and financial institutions, corporate
executives, whose pay is obscenely disproportionate to
the earnings of the 99%. It seems to me that an issue
such as the prison industrial complex is already
implicitly embraced by this congregation of the 99%.
Indeed, it can be persuasively argued that the 99%
should move to ameliorate the conditions of those who
constitute the bottom tiers of this potential community
of resistance - which would mean working on behalf of
those who have suffered most from the tyranny of the
1%. There is a direct connection between the
pauperising effect of global capitalism and the soaring
rates of incarceration in the US. Decarceration and the
eventual abolition of imprisonment as the primary mode
of punishment can help us begin to revitalise our
communities and to support education, healthcare,
housing, hope, justice, creativity and freedom.
The Occupy activists and their supporters have brought
us together as the 99%. They call upon the majority to
stand up against the minority. The old minorities, in
effect, are the new majority. There are major
responsibilities attached to this decision to forge
such an expansive community of resistance. We say no to
Wall Street, to the big banks, to corporate executives
making millions of dollars a year. We say no to student
debt. We are learning also to say no to global
capitalism and to the prison industrial complex. And
even as police in Portland, Oakland and now New York,
move to force activists from their encampments, we say
no to evictions and to police violence.
Occupy activists are thinking deeply about how we might
incorporate opposition to racism, class exploitation,
homophobia, xenophobia, ableism, violence done to the
environment and transphobia into the resistance of the
99%. Of course, we must be prepared to challenge
military occupation and war. And if we identify with
the 99%, we will also have to learn how to imagine a
new world, one where peace is not simply the absence of
war, but rather, a creative refashioning of global
social relations.
Thus, the most pressing question facing the Occupy
activists is how to craft a unity that respects and
celebrates the immense differences among the 99%. How
can we learn how to come together? This is something
those of the 99% who are living at Occupy sites can
teach us all. How can we come together in a unity that
is not simplistic and oppressive, but complex and
emancipatory, recognising, in June Jordan's words that
"we are the ones we have been waiting for."
Where Does Occupy Wall Street Go From Here?

This past weekend I participated in a four-hour meeting of
Occupy Wall Street activists whose job it is to come up with
the vision and goals of the movement. It was attended by 40+
people and the discussion was both inspiring and
invigorating. Here is what we ended up proposing as the
movement's "vision statement" to the General Assembly of
Occupy Wall Street:
We Envision: [1] a truly free, democratic, and just society;
[2] where we, the people, come together and solve our
problems by consensus; [3] where people are encouraged to
take personal and collective responsibility and participate
in decision making; [4] where we learn to live in harmony
and embrace principles of toleration and respect for
diversity and the differing views of others; [5] where we
secure the civil and human rights of all from violation by
tyrannical forces and unjust governments; [6] where
political and economic institutions work to benefit all, not
just the privileged few; [7] where we provide full and free
education to everyone, not merely to get jobs but to grow
and flourish as human beings; [8] where we value human needs
over monetary gain, to ensure decent standards of living
without which effective democracy is impossible; [9] where
we work together to protect the global environment to ensure
that future generations will have safe and clean air, water
and food supplies, and will be able to enjoy the beauty and
bounty of nature that past generations have enjoyed.
The next step will be to develop a specific list of goals
and demands. As one of the millions of people who are
participating in the Occupy Wall Street movement, I would
like to respectfully offer my suggestions of what we can all
get behind now to wrestle the control of our country out of
the hands of the 1% and place it squarely with the 99%
majority.
Here is what I will propose to the General Assembly of
Occupy Wall Street:
10 Things We Want A Proposal for Occupy Wall Street

1. Eradicate the Bush tax cuts for the rich and
institute new taxes on the wealthiest Americans and on
corporations, including a tax on all trading on Wall
Street (where they currently pay 0%).
2. Assess a penalty tax on any corporation that moves
American jobs to other countries when that company is
already making profits in America. Our jobs are the most
important national treasure and they cannot be removed
from the country simply because someone wants to make
more money.
3. Require that all Americans pay the same Social
Security tax on all of their earnings (normally, the
middle class pays about 6% of their income to Social
Security; someone making $1 million a year pays about
0.6% (or 90% less than the average person). This law
would simply make the rich pay what everyone else pays.
4. Reinstate the Glass-Steagall Act, placing serious
regulations on how business is conducted by Wall Street
and the banks.
5. Investigate the Crash of 2008, and bring to justice
those who committed any crimes.
6. Reorder our nation's spending priorities (including
the ending of all foreign wars and their cost of over $2
billion a week). This will re-open libraries, reinstate
band and art and civics classes in our schools, fix our
roads and bridges and infrastructure, wire the entire
country for 21st century internet, and support
scientific research that improves our lives.
7. Join the rest of the free world and create a single-
payer, free and universal health care system that covers
all Americans all of the time.
8. Immediately reduce carbon emissions that are
destroying the planet and discover ways to live without
the oil that will be depleted and gone by the end of
this century.
9. Require corporations with more than 10,000 employees
to restructure their board of directors so that 50% of
its members are elected by the company's workers. We can
never have a real democracy as long as most people have
no say in what happens at the place they spend most of
their time: their job. (For any U.S. businesspeople
freaking out at this idea because you think workers
can't run a successful company: Germany has a law like
this and it has helped to make Germany the world's
leading manufacturing exporter.)
10. We, the people, must pass three constitutional
amendments that will go a long way toward fixing the
core problems we now have. These include:
a) A constitutional amendment that fixes our broken
electoral system by 1) completely removing campaign
contributions from the political process; 2)
requiring all elections to be publicly financed; 3)
moving election day to the weekend to increase voter
turnout; 4) making all Americans registered voters
at the moment of their birth; 5) banning
computerized voting and requiring that all elections
take place on paper ballots.
b) A constitutional amendment declaring that
corporations are not people and do not have the
constitutional rights of citizens. This amendment
should also state that the interests of the general
public and society must always come before the
interests of corporations.
c) A constitutional amendment that will act as a
"second bill of rights" as proposed by President
Franklin D. Roosevelt: that every American has a
human right to employment, to health care, to a free
and full education, to breathe clean air, drink
clean water and eat safe food, and to be cared for
with dignity and respect in their old age.

your own local Occupy movement. Make some noise. You don't

singular leader or spokesperson; every participant is a
leader in their neighborhood, their school, their place of
work. Each of you is a spokesperson to those whom you
encounter. There are no dues to pay, no permission to seek
in order to create an action.
We are but ten weeks old, yet we have already changed the
national conversation. This is our moment, the one we've
been hoping for, waiting for. If it's going to happen it has
to happen now. Don't sit this one out. This is the real
deal. This is it.

I love Thanksgiving for its illusion of abundance. It brings
back early childhood memories of the one day each year
during the Depression when the food on my family's table was
not the leftover produce that my Uncle Leon could no longer
sell at his stall, or the nearly spoiled organ meats that
our local butcher offered at a steep discount.
But Thanksgiving day was quite the opposite, and while I
obviously can't recall what was served in 1936, the year I
was born, the holiday was soon seared into my childhood
memory as the day when the good times looked upon us in the
form of charity gift baskets from philanthropists of various
religious and political orders, much like the needy will be
served today in volunteer kitchens across America and just
as soon will be forgotten.
It did not take long before I was old enough to realize that
the largesse of Thanksgiving was the rare exception, and
that "just getting by," as my mother's brave optimism would
have it, was the norm. Getting by, thanks to Mom's piecework
in the downtown sweatshops and my mechanic father's signing
on to one of the New Deal's public jobs programs.
Then came the economic miracle of World War II, dismissed in
its day by some Republicans as Franklin Roosevelt's
treachery, and my parents and other relatives got their jobs
back. The relevance of the wartime jobs to Thanksgiving in
our family was that my Uncle Edward, the welder, was
rewarded every year at his plant with one enormous turkey or
two smaller ones.
The result was what I recall as an annual day of bloating,
as if my extended family was frantically storing calories in
preparation for a severe economic winter that was certain to
return. But for us it didn't return. Not with the good union
jobs that abounded in the postwar boom and the opportunities
provided by the GI Bill and the spread of affordable college
education that made upward mobility a truly plausible
American goal.
Every time I need to be reminded of what was done for my
generation in the way of generous government-funded
programs, I reread the part of Colin Powell's inspiring
autobiography where he writes about the educational
opportunities and vigorous community support programs that
postwar kids in the Bronx were afforded. Powell and I were
engineering students in the same class at the City College
of New York, though I didn't get to know him until he was
famous and I spoke with him as a journalist. But the great
opportunities available to us, as compared to what is
available to the poor today, is a recognition we share.
I thought back to those buoyantly optimistic times at CCNY,
the working-class Harvard as it was justifiably called, last
week when students protesting onerous tuition hikes at the
University of California got pepper-sprayed for their
efforts to keep hope alive. The once excellent and very
affordable UC system, like the publicly funded colleges of
New York and elsewhere across the country, was the proud
boast of moderate Republican and Democratic politicians who
believed as did the nation's Founders that equal opportunity
leading to a land of stakeholders was the essential bedrock
of America's experiment in democracy.
No more. On this Thanksgiving we have been cheated of the
bounty of that harvest as the stakes have been pulled up on
50 million Americans who have lost or soon will lose their
homes. The housing crisis haunts a majority of Americans,
even those who own their homes outright but have lost their
jobs and must now sell in a downward-swirling housing
market.
Good public education on every level, from preschool through
college, is now a matter of inherited privilege reserved for
those who can pick and choose affluent neighborhood settings
for their children's schools. And the prospect of affording
one of those settings is dim for most parents in a country
where securing a good job is beyond the reach of so many
highly motivated people.
How many folks from my generation are honestly sanguine
about the economic future of their children and
grandchildren? What I have heard constantly, and just this
week from a former top investment banker addressing a
college class I teach, is that our offspring probably will
face a decade of lost opportunity. I thought back to my
college days and how shocked any of us, even those from the
most impoverished of circumstances, would have been to hear
such a prediction.
As The New York Times editorialized this Thanksgiving, "One
in three Americans - 100 million people - is either poor or
perilously close to it."
A bummer of a message, I know, until I think of those
pepper-sprayed college students linking arms, and of all the
Americans, young, old and between, who have occupied their
minds with a challenge - that it doesn't have to be this
way. For their brave spirit of resistance we should be most
grateful this Thanksgiving.

the working-class Harvard as it was justifiably called, last
week when students protesting onerous tuition hikes at the
University of California got pepper-sprayed for their
efforts to keep hope alive. The once excellent and very
affordable UC system, like the publicly funded colleges of
New York and elsewhere across the country, was the proud
boast of moderate Republican and Democratic politicians who
believed as did the nation's Founders that equal opportunity
leading to a land of stakeholders was the essential bedrock
of America's experiment in democracy.
No more. On this Thanksgiving we have been cheated of the
bounty of that harvest as the stakes have been pulled up on
50 million Americans who have lost or soon will lose their
homes. The housing crisis haunts a majority of Americans,
even those who own their homes outright but have lost their
jobs and must now sell in a downward-swirling housing
market.
Good public education on every level, from preschool through
college, is now a matter of inherited privilege reserved for
those who can pick and choose affluent neighborhood settings
for their children's schools. And the prospect of affording
one of those settings is dim for most parents in a country
where securing a good job is beyond the reach of so many
highly motivated people.
How many folks from my generation are honestly sanguine
about the economic future of their children and
grandchildren? What I have heard constantly, and just this
week from a former top investment banker addressing a
college class I teach, is that our offspring probably will
face a decade of lost opportunity. I thought back to my
college days and how shocked any of us, even those from the
most impoverished of circumstances, would have been to hear
such a prediction.
As The New York Times editorialized this Thanksgiving, "One
in three Americans - 100 million people - is either poor or
perilously close to it."
A bummer of a message, I know, until I think of those
pepper-sprayed college students linking arms, and of all the
Americans, young, old and between, who have occupied their
minds with a challenge - that it doesn't have to be this
way. For their brave spirit of resistance we should be most
grateful this Thanksgiving.

Thanksgiving: The National Day of Mourning

[When Frank James (1923 - February 20, 2001), known to the
Wampanoag people as Wampsutta, was invited to speak by the
Commonwealth of Massachusetts at the 1970 annual
Thanksgiving feast at Plymouth. When the text of Mr. James'
speech, a powerful statement of anger at the history of
oppression of the Native people of America, became known
before the event, the Commonwealth "disinvited" him.
Wampsutta was not prepared to have his speech revised by the
Pilgrims. He left the dinner and the ceremonies and went to
the hill near the statue of the Massasoit, who as the leader
of the Wampanoags when the Pilgrims landed in their
territory. There overlooking Plymouth Harbor, he looked at
the replica of the Mayflower. It was there that he gave his
speech that was to be given to the Pilgrims and their
guests. There eight or ten Indians and their supporters
listened in indignation as Frank talked of the takeover of
the Wampanoag tradition, culture, religion, and land.
That silencing of a strong and honest Native voice led to
the convening of the National Day of Mourning. The following
is the text of 1970 speech by Wampsutta, an Aquinnah
Wampanoag elder and Native American activist.]
I speak to you as a man -- a Wampanoag Man. I am a proud
man, proud of my ancestry, my accomplishments won by a
strict parental direction ("You must succeed - your face is
a different color in this small Cape Cod community!"). I am
a product of poverty and discrimination from these two
social and economic diseases. I, and my brothers and
sisters, have painfully overcome, and to some extent we have
earned the respect of our community. We are Indians first -
but we are termed "good citizens." Sometimes we are arrogant
but only because society has pressured us to be so.
It is with mixed emotion that I stand here to share my
thoughts. This is a time of celebration for you -
celebrating an anniversary of a beginning for the white man
in America. A time of looking back, of reflection. It is
with a heavy heart that I look back upon what happened to my
People.
Even before the Pilgrims landed it was common practice for
explorers to capture Indians, take them to Europe and sell
them as slaves for 220 shillings apiece. The Pilgrims had
hardly explored the shores of Cape Cod for four days before
they had robbed the graves of my ancestors and stolen their
corn and beans. Mourt's Relation describes a searching party
of sixteen men. Mourt goes on to say that this party took as
much of the Indians' winter provisions as they were able to
carry.
Massasoit, the great Sachem of the Wampanoag, knew these
facts, yet he and his People welcomed and befriended the
settlers of the Plymouth Plantation. Perhaps he did this
because his Tribe had been depleted by an epidemic. Or his
knowledge of the harsh oncoming winter was the reason for
his peaceful acceptance of these acts. This action by
Massasoit was perhaps our biggest mistake. We, the
Wampanoag, welcomed you, the white man, with open arms,
little knowing that it was the beginning of the end; that
before 50 years were to pass, the Wampanoag would no longer
be a free people.
What happened in those short 50 years? What has happened in
the last 300 years? History gives us facts and there were
atrocities; there were broken promises - and most of these
centered around land ownership. Among ourselves we
understood that there were boundaries, but never before had
we had to deal with fences and stone walls. But the white
man had a need to prove his worth by the amount of land that
he owned. Only ten years later, when the Puritans came, they
treated the Wampanoag with even less kindness in converting
the souls of the so-called "savages." Although the Puritans
were harsh to members of their own society, the Indian was
pressed between stone slabs and hanged as quickly as any
other "witch."
And so down through the years there is record after record
of Indian lands taken and, in token, reservations set up for
him upon which to live. The Indian, having been stripped of
his power, could only stand by and watch while the white man
took his land and used it for his personal gain. This the
Indian could not understand; for to him, land was survival,
to farm, to hunt, to be enjoyed. It was not to be abused. We
see incident after incident, where the white man sought to
tame the "savage" and convert him to the Christian ways of
life. The early Pilgrim settlers led the Indian to believe
that if he did not behave, they would dig up the ground and
unleash the great epidemic again.
The white man used the Indian's nautical skills and
abilities. They let him be only a seaman -- but never a
captain. Time and time again, in the white man's society, we
Indians have been termed "low man on the totem pole."
Has the Wampanoag really disappeared? There is still an aura
of mystery. We know there was an epidemic that took many
Indian lives - some Wampanoags moved west and joined the
Cherokee and Cheyenne. They were forced to move. Some even
went north to Canada! Many Wampanoag put aside their Indian
heritage and accepted the white man's way for their own
survival. There are some Wampanoag who do not wish it known
they are Indian for social or economic reasons.
What happened to those Wampanoags who chose to remain and
live among the early settlers? What kind of existence did
they live as "civilized" people? True, living was not as
complex as life today, but they dealt with the confusion and
the change. Honesty, trust, concern, pride, and politics
wove themselves in and out of their [the Wampanoags'] daily
living. Hence, he was termed crafty, cunning, rapacious, and
dirty.
History wants us to believe that the Indian was a savage,
illiterate, uncivilized animal. A history that was written
by an organized, disciplined people, to expose us as an
unorganized and undisciplined entity. Two distinctly
different cultures met. One thought they must control life;
the other believed life was to be enjoyed, because nature
decreed it. Let us remember, the Indian is and was just as
human as the white man. The Indian feels pain, gets hurt,
and becomes defensive, has dreams, bears tragedy and
failure, suffers from loneliness, needs to cry as well as
laugh. He, too, is often misunderstood.
The white man in the presence of the Indian is still
mystified by his uncanny ability to make him feel
uncomfortable. This may be the image the white man has
created of the Indian; his "savageness" has boomeranged and
isn't a mystery; it is fear; fear of the Indian's
temperament!
High on a hill, overlooking the famed Plymouth Rock, stands
the statue of our great Sachem, Massasoit. Massasoit has
stood there many years in silence. We the descendants of
this great Sachem have been a silent people. The necessity
of making a living in this materialistic society of the
white man caused us to be silent. Today, I and many of my
people are choosing to face the truth. We ARE Indians!
Although time has drained our culture, and our language is
almost extinct, we the Wampanoags still walk the lands of
Massachusetts. We may be fragmented, we may be confused.
Many years have passed since we have been a people together.
Our lands were invaded. We fought as hard to keep our land
as you the whites did to take our land away from us. We were
conquered, we became the American prisoners of war in many
cases, and wards of the United States Government, until only
recently.
Our spirit refuses to die. Yesterday we walked the woodland
paths and sandy trails. Today we must walk the macadam
highways and roads. We are uniting We're standing not in our
wigwams but in your concrete tent. We stand tall and proud,
and before too many moons pass we'll right the wrongs we
have allowed to happen to us.
We forfeited our country. Our lands have fallen into the
hands of the aggressor. We have allowed the white man to
keep us on our knees. What has happened cannot be changed,
but today we must work towards a more humane America, a more
Indian America, where men and nature once again are
important; where the Indian values of honor, truth, and
brotherhood prevail.
You the white man are celebrating an anniversary. We the
Wampanoags will help you celebrate in the concept of a
beginning. It was the beginning of a new life for the
Pilgrims. Now, 350 years later it is a beginning of a new
determination for the original American: the American
Indian.
There are some factors concerning the Wampanoags and other
Indians across this vast nation. We now have 350 years of
experience living amongst the white man. We can now speak
his language. We can now think as a white man thinks. We can
now compete with him for the top jobs. We're being heard; we
are now being listened to. The important point is that along
with these necessities of everyday living, we still have the
spirit, we still have the unique culture, we still have the
will and, most important of all, the determination to remain
as Indians. We are determined, and our presence here this
evening is living testimony that this is only the beginning
of the American Indian, particularly the Wampanoag, to
regain the position in this country that is rightfully ours.

تحوّل استراتيجي أميركي إلى الشرق الأقصى والمحيط الهادئ

ليس مصادفة أن تستضيف الولايات المتحدة قمة دول آسيا – المحيط الهادئ (آبيك) للمرة الأولى منذ عشرين عاماً. فهذه القمة التي عقدت في هونولولو الأميركية في المحيط الهادئ تأتي في الوقت الذي تعلن فيه الولايات المتحدة عن تغيير استراتيجي في توجهها الخارجي في الحقلين الاقتصادي والسياسي. فالولايات المتحدة بعثت برسائل عدة خلال هذه القمة عبر الرئيس باراك أوباما ووزيرة الخارجية هيلاري كلينتون ووزير الدفاع ليون بانيتا مفادها أن هذه المنطقة تتصدر رأس أولويات الولايات المتحدة ولا ترى منطقة في العالم أكثر حيوية من منطقة آسيا – المحيط الهادئ، وأن أميركا تتطلع غرباً إلى المحيط الهادئ والى آسيا بعد توجه استراتيجي لأكثر من ستين عاماً جعل المحيط الأطلسي حجر الزاوية في استراتيجيتها الدولية. إن التوجه إلى الهادئ لا يعني التخلي عن الأطلسي لكنه يعني أن الهادئ هو المستقبل. ولهذا التغيير تأثير هام على الشرق الأوسط وعلى أولويات أميركا فيه ولكن، لن يكون من السهل على واشنطن خفض الشرق الأوسط إلى درجات دنيا في استراتيجيتها الدولية لأن تاريخ المنطقة يشير إلى أنها تعرف دائماً كيف تعيد الكبار إلى ملعبها المؤلم وإن أرادت غير ذلك.كان الرئيس أوباما واضحاً في مؤتمره الصحافي في قمة آبيك عن رغبته في الانتقال إلى مسرح فيه كل فرص النجاح، إن لجهة النمو الاقتصادي أو لجهة التجارة، وفوائده المباشرة على الاقتصاد الأميركي.قال: «أمضينا عقداً بعد 11 أيلول في التركيز على المسائل الأمنية، خصوصاً في منطقة الشرق الأوسط وهذا مفهوم ولا يزال مهماً، لكننا نوجه اهتمامنا مرة أخرى إلى منطقة آسيا – المحيط الهادئ وهذا يعطي ثماراً فورية لجهة تحسن العلاقات مع بلدان المنطقة وبدأت الشركات ترى فرصاً لذلك.وشدد أوباما على أن منطقة دول آبيك التي تضم 21 اقتصاداً و3 بلايين نسمة «منطقة حيوية بالتأكيد للنمو الاقتصادي الأميركي. إننا نعتبرها على رأس أولوياتنا، لأننا لن نستطيع أن نعيد مواطنينا إلى العمل وننمّي اقتصادنا وننمّي الفرص إلا إذا كانت منطقة آسيا – المحيط الهادئ ناجحة». والمنطقة هامة لأجندة أوباما. وهو قال للمؤتمر: «إن منطقة آسيا – المحيط الهادئ هي المفتاح لتحقيق هدفي في مضاعفة الصادرات الأميركية وإيجاد وظائف جديدة».وأكد أن منطقة آبيك، التي تضم نصف تجارة العالم ونصف الناتج المحلي العالمي (55 في المئة) وتشتري 58 في المئة من الصادرات الأميركية، أولوية لأميركا سواء في البنية الأمنية أو في التجارة.وأهمية هذه المنطقة عالمياً أنها مسرح نفوذ أقوى اقتصادين في العالم، الاقتصاد الأميركي الأول في العالم والاقتصاد الصيني. لهذا شدد أوباما في كلمته على أن التعاون بين البلدين «أمر حيوي للعالم أجمع».
الرئيس الصيني جان كاو هوو تحدث عن وضع دولي معقد يمر بتغييرات جوهرية مع ارتفاع عدم الاستقرار وتزايد المخاطر الإقليمية وقال إنه في ظل هذه الظروف من المهم مضاعفة التنسيق بين الولايات المتحدة والصين. وأضاف إن الصين تتطلع إلى «الحفاظ على تقوية الحوار والتعاون مع الولايات المتحدة واحترام مخاوف بعضنا بعضاً وأن ندير بشكل مناسب المسائل الحساسة».
واتفق هوو مع أوباما على أن منطقة آسيا – المحيط الهادئ هي أكثر المناطق حيوية في العالم وصاحبة أكبر قدرة على النمو وأمل أن يرسل اجتماع القمة رسالة إلى العالم فحواها أن دول آسيا – المحيط الهادئ سيمدون اليد لبعضهم بعضاً مثل ركاب على مركب واحد وسيعملون لضمان استمرار نمو اقتصادياتهم».
قبطان واحد
الولايات المتحدة تمدّ اليد إلى ركاب مركب المحيط الهادئ والآسيوي ولكنها تريد من الجميع ألا ينسى أن هناك قبطاناً واحداً هو أميركا، وقيادة واحدة في منطقة آسيا – المحيط الهادئ هي القيادة الأميركية. هذا واضح بجلاء في الاستراتيجية الأميركية لمنطقة آسيا – المحيط الهادئ التي أعلنت عنها هيلاري كلينتون في مقال كتبته في مجلة «سياسة خارجية» في عددها الأخير تحت عنوان «قرن أميركا الهادئ (المحيط)» وضعت كلينتون الخطوط العريضة للاستراتيجية الأميركية في المنطقة وماذا تعني للولايات المتحدة والعالم. وأكدت «أن المستقبل الجيو- سياسي سيجرى تقريره في آسيا وليس في العراق أو أفغانستان، وعلى الولايات المتحدة أن تكون في وسط الحدث».
نعرف من المقال أن هذا التحوّل في التوجه الاستراتيجي الذي يمكن وصفه بمبدأ أوباما لم يبدأ هذا الأسبوع بقمة آبيك في جزيرة هونولولو أو بمقال كلينتون. نعلم مثلاً أن الرئيس أوباما، الذي ولد وتربى في هونولولو في المحيط الهادئ، رسم هذا الطريق منذ وصوله إلى الحكم وقاد جهداً متعدد الجوانب والوجوه داخل الإدارة الأميركية كي يتم احتضان هذا الدور في المحيط الهادئ الذي «لا يمكن الاستغناء عنه» بحسب قول كلينتون. وهذا الجهد كما قالت كان جهداً هادئاً وليس على الصفحات الأولى للصحف. كسرت كلينتون التقاليد فكانت أول زيارة خارجية لها إلى آسيا، وهي زارت آسيا سبع مرات «ورأيت عن قرب التحولات السريعة في المنطقة والتي تؤكد مدى ترابط مستقبل الولايات المتحدة بمستقبل آسيا – المحيط الهادئ».
ووضعت كلينتون هذا التوجه في إطار الحفاظ على الدور العالمي للولايات المتحدة، قالت: «إن هذا التوجه الاستراتيجي إلى المنطقة يتناسب منطقياً مع جهدنا العالمي العام للضمان والحفاظ على الدور العالمي لأميركا». وشددت على أهمية آسيا لمستقبل أميركا «فالدور الأميركي حيوي لمستقبل آسيا». واعتبرت، في ما سيقابل بتشكيك لا محالة من قبل الصينيين وبعض حلفائهم في المنطقة، «إن آسيا بحاجة إلى قيادة أميركا وتجارتها أكثر من أي وقت مضى في التاريخ الحديث».
لكن الخبراء الآسيويين يرون أن مركز القوى تغيّر في العالم إلى آسيا وأن الولايات المتحدة تقوي موقعها الجديد وتضع أولويات سياستها ودفاعاتها. وهي بهذا تقوي حديقتها الخلفية لأنها دولة على المحيط الهادئ ولا تريد أن ترى نفوذها يضعف هناك. ووصف خبير آسيوي هذا التحوّل الاستراتيجي الأميركي بقوله: «إن أميركا تتراجع من الشرق الأوسط إلى آسيا».
لكن النظر إلى الاستراتيجية الجديدة التي قدمتها كلينتون لا يُظهر تراجعاً وإنما تأكيداً أميركياً على الاستعداد للقيادة. قالت كلينتون: «إن الناس في آسيا يسألون ما إذا كانت أميركا ستحافظ على التزاماتها الاقتصادية والاستراتيجية وما إذا كنا نستطيع دعم هذه الالتزامات بالفعل. الجواب إننا نستطيع وسنفعل ذلك».
ولا يترك المسؤولون الأميركيون أدنى شك حول ترابط هذا التحول الاستراتيجي بالوضع الداخلي الأميركي وبالجهود للخروج من الأزمة الاقتصادية عبر إيجاد فرص جديدة وأسواق جديدة للصادرات والمصالح الأميركية. كما انه بالدرجة الأولى يعكس قلقاً من نمو نفوذ الصين وقوتها في المنطقة اقتصادياً وسياسياً.
الأكثر مرونة
تقول نظرية التطور والنشوء إن من يبقى من المخلوقات ليس الأقوى أو الأكثر ذكاءً وإنما من لديه القدرة الأكبر على التأقلم. إن العقل الأميركي هو ربما من أكثر العقول مرونة في العالم وهو عملي ويركّز على «الآن» والـ «هنا» بحسب ملاحظة الكيسيس دو توكفيل في كتابه الشهير «الديموقراطية في أميركا». واليوم في مواجهة التحديين الاقتصادي والسياسي الداخلي والخارجي تطلعت الولايات المتحدة حول وضعها العالمي وخياراتها الموجودة. وجدت نفسها وسط أزمة اقتصاد يصعب الخروج منها بسهولة طالما بقيت أسباب وجودها لا تتغيّر. أحد أهم هذه الأسباب النزيف المالي والبشري الذي تفرضه عليها حربان في الشرق الأوسط وفي الشرق الأوسط الكبير أي العراق وأفغانستان. وجدت نزاعاً مستديماً هناك ينقل المنطقة من أزمة إلى حرب ومن حرب إلى أزمات متكررة. ووجدت حلفاءها الأوروبيين غارقين في أزمات مالية مميتة ومستقبل اقتصادي غامض.
في المقابل نظرت إلى آسيا والمحيط الهادئ ووجدت صورة مختلفة تماماً. فصادرات أميركا إلى منطقة المحيط الهادئ كانت السنة الماضية 320 بليون دولار ودعمت 850 ألف وظيفة أميركية وهناك 50 ألف جندي في اليابان وأميركا.
تقول وزيرة الخارجية في مقالها إن «أسواق آسيا المفتوحة توفر للولايات المتحدة فرصاً غير مسبوقة للاستثمار والتجارة والحصول على أحدث تكنولوجيا. «وتعافي أميركا الاقتصادي» يعتمد على قدرة الشركات الأميركية على الوصول إلى «القاعدة الاستهلاكية الهائلة التي تنمو في آسيا». والمنطقة تضم من وجهة النظر الأميركية «المفتاح للسياسة العالمية والعديد من المحركات الرئيسية للاقتصاد العالمي. كما إن أميركا لديها حلفاء قدماء وموقف في هذه المنطقة، إضافة إلى قوى صاعدة تمثل تحدياً لأميركا وإنما أيضاً فرصاً للعمل على بناء بنية استراتيجية لنظام سياسي – اقتصادي دفاعي لمنطقة تعتبرها أولويتها الأولى». والوزيرة الأميركية أكدت أن الولايات المتحدة ستساعد في بناء هذا البنيان الاستراتيجي كما فعلت في أوروبا بعد الحرب العالمية الثانية مثل الناتو وشبكة المؤسسات المالية والعسكرية والسياسية الأخرى. قالت: «حان الوقت لأن تستثمر أميركا استثماراً مماثلاً كقوة محيط هادئ».
فما هي الأهداف الاستراتيجية الأميركية في المحيط الهادئ – آسيا؟
تجيب كلينتون في مقالها إن «الحفاظ على السلم والأمن في آسيا – المحيط الهادئ يصبح حيوياً أكثر فأكثر للتقدم العالمي/ سواء من خلال الدفاع عن حرية الملاحة في بحر جنوب الصين ومواجهة جهود الانتشار النووي لكوريا الشمالية، وضمان الشفافية للنشاطات العسكرية للاعبين الرئيسيين في المنطقة».
أما هذه الاستراتيجية فستتقدم على 6 محاور عمل:
- تقوية التحالفات الثنائية الأمنية.
- تعميق علاقة العمل مع الدول الصادة بما فيها الصين.
- التواصل مع المؤسسات الإقليمية المتعددة الأطراف.
- توسيع نطاق التجارة والاستثمار.
- صوغ وجود عسكري واسع.
- دعم الديموقراطية وحقوق الإنسان.
كما تقول كلينتون إن اليابان هي حجر الأساس في السلام والاستقرار في المنطقة وإن البلدان اتفقا على ترتيبات جديدة «بما فيها مساهمة من طوكيو قيمتها 5 بلايين دولار لضمان استمرار وجود القوات الأميركية في اليابان. أما أستراليا فيجري توسيع العلاقة معها في جميع المجالات حيث مشورة أستراليا لا غنى عنها». أما الصين فتمثل «إحدى العلاقات الثنائية الأكثر تحدياً التي أدارتها الولايات المتحدة في تاريخها». وهذه تحتاج إلى سياسة متأنية وثابتة وحيوية من الولايات المتحدة، لهذا، أضافت كلينتون، «كانت الصين إحدى أبرز أولوياتي على مدى السنتين الماضيتين ولهذا بدأت مع وزير المال تيموثي غايشنر الحوار الاستراتيجي والاقتصادي معها». أما الهند فتذكّر كلينتون «أن أوباما أخبر البرلمان الهندي أن العلاقة بين الهند وأميركا ستكون واحدة من الشراكات التي ستحدد القرن الحادي والعشرين وأن أميركا تضع الرهان على مستقبل الهند وعلى الدور الأكبر الذي ستلعبه على المسرح الدولي والذي سيساهم في دعم السلام والأمن». ووسعت إدارة أوباما الشراكة الثنائية مع الهند في «الهند تتطلع إلى الشرق» بما فيها من خلال حوار ثلاثي جديد بين الهند واليابان وأميركا. كما توسع الولايات المتحدة علاقة شراكة جديدة مع أندونيسيا ثالث أكبر ديموقراطية وأكبر بلد مسلم بحسب قول الوزيرة الأميركية. وأشارت إلى أن الرئيس الأميركي سيحضر قمة شرق آسيا لأول مرة في أندونيسيا حيث عاش لفترة في صغره. إن هؤلاء هم شركاء أميركا الجدد وأسس بنيانها الاستراتيجي الجديد.

أين هو الشرق الأوسط في استراتيجية أميركا الجديدة؟
بالتأكيد إنه ليس أولوية.
خصصت الوزيرة الأميركية فقرة من بضعة أسطر قصيرة عن الشعوب في المنطقة وليس عن الحكومات. قالت: «إن شعوب الشرق الأوسط وشمال أفريقيا يخطون طريقاً جديداً له تبعات عالمية عميقة، والولايات المتحدة ملتزمة بشراكة نشطة ودائمة بينما المنطقة تشهد هذا التحول». من الواضح أن سياسة أميركا هي انتظار ما سيتمخض عنه هذا التحول. تاريخياً كان الالتزام يتركز على ثلاث قضايا أساسية للمصالح الأميركية في المنطقة وهي: النفط وإسرائيل وانتشار السلاح النووي (إيران).
هذه القضايا حيوية للولايات المتحدة ومترابطة ومن الصعب تخيّل ضعف اهتمام واشنطن بأي منها. حتى لو أرادت الولايات المتحدة أن تبتعد قليلاً وتحاول إخراج نفسها من رمال الشرق الأوسط فإن المنطقة لديها سجل تاريخي في إعادة اللاعبين الكبار إلى ساحتها وإغراقهم حتى أكثر مما كانوا فيه قبل أن يبتعدوا، فالرئيس جورج بوش مثلاً أمضى الأشهر التسعة الأولى من ولايته لا يريد أن يولي السياسة الخارجية عموماً والشرق الأوسط على وجه الخصوص أي اهتمام. كان يريد التركيز على الوضع الداخلي. بعد أحداث 11 أيلول دخلت أميركا في حربين في أفغانستان ثم في العراق ولا تزال تدفع ثمنهما يومياً من الدم والمال.
أما الآن والولايات المتحدة تحاول إيجاد طريق جديد لها لا يتخلى عن الشرق الأوسط ولكن يضع أميركا أولاً في الاعتبارات الاستراتيجية، يتجه الشرق الأوسط إلى فوهة بركان وهو بأمس الحاجة إلى استمرار قيادة أميركية ترى فيه مجالاً حيوياً، على رغم توجهاتها الجديدة.
ويدعو خبراء السياسة الخارجية الولايات المتحدة الى تحديد أولوياتها واستثمار قوتها بطريقة حكيمة بحسب قول ستيفن والت الذي كتب في مجلة «ذي ناشونال انتريست» مقالاً في عنوان: «انتهاء الحقبة الأميركية». قال فيه: «بدلاً من أن تكون الولايات المتحدة القوة التي لا يستغنى عنها في كل مكان تقريباً فهي بحاجة إلى اكتشاف كيف يمكن أن تكون قوة حاسمة في الأماكن التي لديها قيمة وتهمها أكثر من غيرها».
ويدعو للعودة إلى «الاستراتيجية الكبرى»، أي خلق توازن بعيداً عن الشطآن وهو يؤدي إلى الحفاظ على ميزان قوى بين الدول القوية في أوراسيا والدول الغنية نفطياً ويقول إن «هذه هي الوحيدة اليوم التي تستحق أن نرسل القوات الأميركية لتقاتل وتموت فيها».
ولكن بدلاً من السيطرة على هذه المناطق مباشرة يقترح والت أن يكون التوجه الأول «حمل الحلفاء المحليين على الحفاظ على ميزان القوى من أجل مصالحهم الذاتية».
بثمن رخيص
إن هذه الاستراتيجية الجديدة كما يصفها أطلق عليها بعضهم في النقاش الدائر حول الامبراطورية الأميركية اسم «امبراطورية بثمن رخيص». حيث يتحمل الحلفاء العبء على أكتافهم والولايات المتحدة تشجعهم من الخلف وتتدخل عند الحاجة. يقول والت: «بدلاً من أن نوفر لهم رحلة مجانية يجب أن نركب معهم مجاناً قدر المستطاع، ونتدخل فقط بقوات أرضية وجوية عندما تقوم قوة واحدة بالتهديد بالسيطرة على منطقة حيوية».
وهناك فريق آخر من الخبراء يتحدث عن «الحكمة في الانكماش» أي انه يجب على الولايات المتحدة أن تخفف من عبئها لكي تتحرك إلى الأمام (في مجلة «شؤون خارجية»). ويدعو هؤلاء إلى تقليص أكبر في الموازنة العسكرية وإعادة تحديد الأولويات في السياسة الخارجية الأميركية وإعادة توجيه هذه الموارد إلى حل مشاكل أميركا الداخلية.
ويرى كثيرون أن انكماش الدور الأميركي سيؤدي إلى نتائج سلبية سترتد على أميركا وأبرزها: طغيان قوى أخرى غير ديموقراطية، انخفاض التجارة، إيجاد عدم استقرار دولي، فقدان الولايات المتحدة قدرتها الردعية وحتى انقسام سياسي في واشنطن وإرسال رسالة خاطئة للحلفاء حول التزام أميركي ويقوي القوى الناشئة. لكن الذين يريدون من واشنطن ترتيب أوضاعها الاستراتيجية يستبعدون هذه النتائج ويرون على العكس أن سياسة الترشيد يمكن أن تؤدي إلى توفير متنفس للإصلاحات والتعافي الاقتصادي وزيادة المرونة الاستراتيجية.
أميركا إدارة أوباما ترتكز على استراتيجية أمن قومي تعكس توجهاً مختلفاً عن سابقاتها لجهة الرغبة في العمل مع الآخرين ومشاركة الأعباء. تقول الوثيقة الصادرة عام 2010 إن «أعباء القرن الجديد لا يمكن أن تقع على أكتاف أميركا وحدها»، «ولا يمكن لأي بلد وحده أن يواجه تحديات القرن الواحد والعشرين أو أن يملي شروطه على العالم».
إنها أميركا متواضعة تلك التي تسعى للعمل مع الآخرين، يقول الرئيس أوباما في مقدمة التقرير – الاستراتيجية: «إن الولايات المتحدة أقامت علاقات تجارية ودعمت بنياناً دولياً يتكوّن من قوانين ومؤسسات، وسال الدم الأميركي في بلاد أجنبية ليس من أجل بناء امبراطورية وإنما لكي نقوم بتشكيل عالم يقوم فيه أشخاص وأمم بتقرير مصيرهم والعيش بالسلام وبالكرامة التي يستحقون».
الرئيس أوباما يدير دفة أميركا نحو المحيط الهادئ آملاً بأن تحمل أمواجه خيرات آسيا عوضاً عن هموم الأطلسي والشرق الأوسط، فهل ينجح؟
شعاره «نعم نستطيع»، لكن تجربته في الحكم علمته أن الشعارات عبارات تمن في معظم الأحيان.

آمال مدللي
ليس مصادفة أن تستضيف الولايات المتحدة قمة دول آسيا – المحيط الهادئ (آبيك) للمرة الأولى منذ عشرين عاماً. فهذه القمة التي عقدت في هونولولو الأميركية في المحيط الهادئ تأتي في الوقت الذي تعلن فيه الولايات المتحدة عن تغيير استراتيجي في توجهها الخارجي في الحقلين الاقتصادي والسياسي. فالولايات المتحدة بعثت برسائل عدة خلال هذه القمة عبر الرئيس باراك أوباما ووزيرة الخارجية هيلاري كلينتون ووزير الدفاع ليون بانيتا مفادها أن هذه المنطقة تتصدر رأس أولويات الولايات المتحدة ولا ترى منطقة في العالم أكثر حيوية من منطقة آسيا – المحيط الهادئ، وأن أميركا تتطلع غرباً إلى المحيط الهادئ والى آسيا بعد توجه استراتيجي لأكثر من ستين عاماً جعل المحيط الأطلسي حجر الزاوية في استراتيجيتها الدولية. إن التوجه إلى الهادئ لا يعني التخلي عن الأطلسي لكنه يعني أن الهادئ هو المستقبل. ولهذا التغيير تأثير هام على الشرق الأوسط وعلى أولويات أميركا فيه ولكن، لن يكون من السهل على واشنطن خفض الشرق الأوسط إلى درجات دنيا في استراتيجيتها الدولية لأن تاريخ المنطقة يشير إلى أنها تعرف دائماً كيف تعيد الكبار إلى ملعبها المؤلم وإن أرادت غير ذلك.كان الرئيس أوباما واضحاً في مؤتمره الصحافي في قمة آبيك عن رغبته في الانتقال إلى مسرح فيه كل فرص النجاح، إن لجهة النمو الاقتصادي أو لجهة التجارة، وفوائده المباشرة على الاقتصاد الأميركي.قال: «أمضينا عقداً بعد 11 أيلول في التركيز على المسائل الأمنية، خصوصاً في منطقة الشرق الأوسط وهذا مفهوم ولا يزال مهماً، لكننا نوجه اهتمامنا مرة أخرى إلى منطقة آسيا – المحيط الهادئ وهذا يعطي ثماراً فورية لجهة تحسن العلاقات مع بلدان المنطقة وبدأت الشركات ترى فرصاً لذلك.وشدد أوباما على أن منطقة دول آبيك التي تضم 21 اقتصاداً و3 بلايين نسمة «منطقة حيوية بالتأكيد للنمو الاقتصادي الأميركي. إننا نعتبرها على رأس أولوياتنا، لأننا لن نستطيع أن نعيد مواطنينا إلى العمل وننمّي اقتصادنا وننمّي الفرص إلا إذا كانت منطقة آسيا – المحيط الهادئ ناجحة». والمنطقة هامة لأجندة أوباما. وهو قال للمؤتمر: «إن منطقة آسيا – المحيط الهادئ هي المفتاح لتحقيق هدفي في مضاعفة الصادرات الأميركية وإيجاد وظائف جديدة».وأكد أن منطقة آبيك، التي تضم نصف تجارة العالم ونصف الناتج المحلي العالمي (55 في المئة) وتشتري 58 في المئة من الصادرات الأميركية، أولوية لأميركا سواء في البنية الأمنية أو في التجارة.وأهمية هذه المنطقة عالمياً أنها مسرح نفوذ أقوى اقتصادين في العالم، الاقتصاد الأميركي الأول في العالم والاقتصاد الصيني. لهذا شدد أوباما في كلمته على أن التعاون بين البلدين «أمر حيوي للعالم أجمع».
الرئيس الصيني جان كاو هوو تحدث عن وضع دولي معقد يمر بتغييرات جوهرية مع ارتفاع عدم الاستقرار وتزايد المخاطر الإقليمية وقال إنه في ظل هذه الظروف من المهم مضاعفة التنسيق بين الولايات المتحدة والصين. وأضاف إن الصين تتطلع إلى «الحفاظ على تقوية الحوار والتعاون مع الولايات المتحدة واحترام مخاوف بعضنا بعضاً وأن ندير بشكل مناسب المسائل الحساسة».
واتفق هوو مع أوباما على أن منطقة آسيا – المحيط الهادئ هي أكثر المناطق حيوية في العالم وصاحبة أكبر قدرة على النمو وأمل أن يرسل اجتماع القمة رسالة إلى العالم فحواها أن دول آسيا – المحيط الهادئ سيمدون اليد لبعضهم بعضاً مثل ركاب على مركب واحد وسيعملون لضمان استمرار نمو اقتصادياتهم».
قبطان واحد
الولايات المتحدة تمدّ اليد إلى ركاب مركب المحيط الهادئ والآسيوي ولكنها تريد من الجميع ألا ينسى أن هناك قبطاناً واحداً هو أميركا، وقيادة واحدة في منطقة آسيا – المحيط الهادئ هي القيادة الأميركية. هذا واضح بجلاء في الاستراتيجية الأميركية لمنطقة آسيا – المحيط الهادئ التي أعلنت عنها هيلاري كلينتون في مقال كتبته في مجلة «سياسة خارجية» في عددها الأخير تحت عنوان «قرن أميركا الهادئ (المحيط)» وضعت كلينتون الخطوط العريضة للاستراتيجية الأميركية في المنطقة وماذا تعني للولايات المتحدة والعالم. وأكدت «أن المستقبل الجيو- سياسي سيجرى تقريره في آسيا وليس في العراق أو أفغانستان، وعلى الولايات المتحدة أن تكون في وسط الحدث».
نعرف من المقال أن هذا التحوّل في التوجه الاستراتيجي الذي يمكن وصفه بمبدأ أوباما لم يبدأ هذا الأسبوع بقمة آبيك في جزيرة هونولولو أو بمقال كلينتون. نعلم مثلاً أن الرئيس أوباما، الذي ولد وتربى في هونولولو في المحيط الهادئ، رسم هذا الطريق منذ وصوله إلى الحكم وقاد جهداً متعدد الجوانب والوجوه داخل الإدارة الأميركية كي يتم احتضان هذا الدور في المحيط الهادئ الذي «لا يمكن الاستغناء عنه» بحسب قول كلينتون. وهذا الجهد كما قالت كان جهداً هادئاً وليس على الصفحات الأولى للصحف. كسرت كلينتون التقاليد فكانت أول زيارة خارجية لها إلى آسيا، وهي زارت آسيا سبع مرات «ورأيت عن قرب التحولات السريعة في المنطقة والتي تؤكد مدى ترابط مستقبل الولايات المتحدة بمستقبل آسيا – المحيط الهادئ».
ووضعت كلينتون هذا التوجه في إطار الحفاظ على الدور العالمي للولايات المتحدة، قالت: «إن هذا التوجه الاستراتيجي إلى المنطقة يتناسب منطقياً مع جهدنا العالمي العام للضمان والحفاظ على الدور العالمي لأميركا». وشددت على أهمية آسيا لمستقبل أميركا «فالدور الأميركي حيوي لمستقبل آسيا». واعتبرت، في ما سيقابل بتشكيك لا محالة من قبل الصينيين وبعض حلفائهم في المنطقة، «إن آسيا بحاجة إلى قيادة أميركا وتجارتها أكثر من أي وقت مضى في التاريخ الحديث».
لكن الخبراء الآسيويين يرون أن مركز القوى تغيّر في العالم إلى آسيا وأن الولايات المتحدة تقوي موقعها الجديد وتضع أولويات سياستها ودفاعاتها. وهي بهذا تقوي حديقتها الخلفية لأنها دولة على المحيط الهادئ ولا تريد أن ترى نفوذها يضعف هناك. ووصف خبير آسيوي هذا التحوّل الاستراتيجي الأميركي بقوله: «إن أميركا تتراجع من الشرق الأوسط إلى آسيا».
لكن النظر إلى الاستراتيجية الجديدة التي قدمتها كلينتون لا يُظهر تراجعاً وإنما تأكيداً أميركياً على الاستعداد للقيادة. قالت كلينتون: «إن الناس في آسيا يسألون ما إذا كانت أميركا ستحافظ على التزاماتها الاقتصادية والاستراتيجية وما إذا كنا نستطيع دعم هذه الالتزامات بالفعل. الجواب إننا نستطيع وسنفعل ذلك».
ولا يترك المسؤولون الأميركيون أدنى شك حول ترابط هذا التحول الاستراتيجي بالوضع الداخلي الأميركي وبالجهود للخروج من الأزمة الاقتصادية عبر إيجاد فرص جديدة وأسواق جديدة للصادرات والمصالح الأميركية. كما انه بالدرجة الأولى يعكس قلقاً من نمو نفوذ الصين وقوتها في المنطقة اقتصادياً وسياسياً.
الأكثر مرونة
تقول نظرية التطور والنشوء إن من يبقى من المخلوقات ليس الأقوى أو الأكثر ذكاءً وإنما من لديه القدرة الأكبر على التأقلم. إن العقل الأميركي هو ربما من أكثر العقول مرونة في العالم وهو عملي ويركّز على «الآن» والـ «هنا» بحسب ملاحظة الكيسيس دو توكفيل في كتابه الشهير «الديموقراطية في أميركا». واليوم في مواجهة التحديين الاقتصادي والسياسي الداخلي والخارجي تطلعت الولايات المتحدة حول وضعها العالمي وخياراتها الموجودة. وجدت نفسها وسط أزمة اقتصاد يصعب الخروج منها بسهولة طالما بقيت أسباب وجودها لا تتغيّر. أحد أهم هذه الأسباب النزيف المالي والبشري الذي تفرضه عليها حربان في الشرق الأوسط وفي الشرق الأوسط الكبير أي العراق وأفغانستان. وجدت نزاعاً مستديماً هناك ينقل المنطقة من أزمة إلى حرب ومن حرب إلى أزمات متكررة. ووجدت حلفاءها الأوروبيين غارقين في أزمات مالية مميتة ومستقبل اقتصادي غامض.
في المقابل نظرت إلى آسيا والمحيط الهادئ ووجدت صورة مختلفة تماماً. فصادرات أميركا إلى منطقة المحيط الهادئ كانت السنة الماضية 320 بليون دولار ودعمت 850 ألف وظيفة أميركية وهناك 50 ألف جندي في اليابان وأميركا.
تقول وزيرة الخارجية في مقالها إن «أسواق آسيا المفتوحة توفر للولايات المتحدة فرصاً غير مسبوقة للاستثمار والتجارة والحصول على أحدث تكنولوجيا. «وتعافي أميركا الاقتصادي» يعتمد على قدرة الشركات الأميركية على الوصول إلى «القاعدة الاستهلاكية الهائلة التي تنمو في آسيا». والمنطقة تضم من وجهة النظر الأميركية «المفتاح للسياسة العالمية والعديد من المحركات الرئيسية للاقتصاد العالمي. كما إن أميركا لديها حلفاء قدماء وموقف في هذه المنطقة، إضافة إلى قوى صاعدة تمثل تحدياً لأميركا وإنما أيضاً فرصاً للعمل على بناء بنية استراتيجية لنظام سياسي – اقتصادي دفاعي لمنطقة تعتبرها أولويتها الأولى». والوزيرة الأميركية أكدت أن الولايات المتحدة ستساعد في بناء هذا البنيان الاستراتيجي كما فعلت في أوروبا بعد الحرب العالمية الثانية مثل الناتو وشبكة المؤسسات المالية والعسكرية والسياسية الأخرى. قالت: «حان الوقت لأن تستثمر أميركا استثماراً مماثلاً كقوة محيط هادئ».
فما هي الأهداف الاستراتيجية الأميركية في المحيط الهادئ – آسيا؟
تجيب كلينتون في مقالها إن «الحفاظ على السلم والأمن في آسيا – المحيط الهادئ يصبح حيوياً أكثر فأكثر للتقدم العالمي/ سواء من خلال الدفاع عن حرية الملاحة في بحر جنوب الصين ومواجهة جهود الانتشار النووي لكوريا الشمالية، وضمان الشفافية للنشاطات العسكرية للاعبين الرئيسيين في المنطقة».
أما هذه الاستراتيجية فستتقدم على 6 محاور عمل:
- تقوية التحالفات الثنائية الأمنية.
- تعميق علاقة العمل مع الدول الصادة بما فيها الصين.
- التواصل مع المؤسسات الإقليمية المتعددة الأطراف.
- توسيع نطاق التجارة والاستثمار.
- صوغ وجود عسكري واسع.
- دعم الديموقراطية وحقوق الإنسان.
كما تقول كلينتون إن اليابان هي حجر الأساس في السلام والاستقرار في المنطقة وإن البلدان اتفقا على ترتيبات جديدة «بما فيها مساهمة من طوكيو قيمتها 5 بلايين دولار لضمان استمرار وجود القوات الأميركية في اليابان. أما أستراليا فيجري توسيع العلاقة معها في جميع المجالات حيث مشورة أستراليا لا غنى عنها». أما الصين فتمثل «إحدى العلاقات الثنائية الأكثر تحدياً التي أدارتها الولايات المتحدة في تاريخها». وهذه تحتاج إلى سياسة متأنية وثابتة وحيوية من الولايات المتحدة، لهذا، أضافت كلينتون، «كانت الصين إحدى أبرز أولوياتي على مدى السنتين الماضيتين ولهذا بدأت مع وزير المال تيموثي غايشنر الحوار الاستراتيجي والاقتصادي معها». أما الهند فتذكّر كلينتون «أن أوباما أخبر البرلمان الهندي أن العلاقة بين الهند وأميركا ستكون واحدة من الشراكات التي ستحدد القرن الحادي والعشرين وأن أميركا تضع الرهان على مستقبل الهند وعلى الدور الأكبر الذي ستلعبه على المسرح الدولي والذي سيساهم في دعم السلام والأمن». ووسعت إدارة أوباما الشراكة الثنائية مع الهند في «الهند تتطلع إلى الشرق» بما فيها من خلال حوار ثلاثي جديد بين الهند واليابان وأميركا. كما توسع الولايات المتحدة علاقة شراكة جديدة مع أندونيسيا ثالث أكبر ديموقراطية وأكبر بلد مسلم بحسب قول الوزيرة الأميركية. وأشارت إلى أن الرئيس الأميركي سيحضر قمة شرق آسيا لأول مرة في أندونيسيا حيث عاش لفترة في صغره. إن هؤلاء هم شركاء أميركا الجدد وأسس بنيانها الاستراتيجي الجديد.

إن هذه الاستراتيجية الجديدة كما يصفها أطلق عليها بعضهم في النقاش الدائر حول الامبراطورية الأميركية اسم «امبراطورية بثمن رخيص». حيث يتحمل الحلفاء العبء على أكتافهم والولايات المتحدة تشجعهم من الخلف وتتدخل عند الحاجة. يقول والت: «بدلاً من أن نوفر لهم رحلة مجانية يجب أن نركب معهم مجاناً قدر المستطاع، ونتدخل فقط بقوات أرضية وجوية عندما تقوم قوة واحدة بالتهديد بالسيطرة على منطقة حيوية».
وهناك فريق آخر من الخبراء يتحدث عن «الحكمة في الانكماش» أي انه يجب على الولايات المتحدة أن تخفف من عبئها لكي تتحرك إلى الأمام (في مجلة «شؤون خارجية»). ويدعو هؤلاء إلى تقليص أكبر في الموازنة العسكرية وإعادة تحديد الأولويات في السياسة الخارجية الأميركية وإعادة توجيه هذه الموارد إلى حل مشاكل أميركا الداخلية.
ويرى كثيرون أن انكماش الدور الأميركي سيؤدي إلى نتائج سلبية سترتد على أميركا وأبرزها: طغيان قوى أخرى غير ديموقراطية، انخفاض التجارة، إيجاد عدم استقرار دولي، فقدان الولايات المتحدة قدرتها الردعية وحتى انقسام سياسي في واشنطن وإرسال رسالة خاطئة للحلفاء حول التزام أميركي ويقوي القوى الناشئة. لكن الذين يريدون من واشنطن ترتيب أوضاعها الاستراتيجية يستبعدون هذه النتائج ويرون على العكس أن سياسة الترشيد يمكن أن تؤدي إلى توفير متنفس للإصلاحات والتعافي الاقتصادي وزيادة المرونة الاستراتيجية.
أميركا إدارة أوباما ترتكز على استراتيجية أمن قومي تعكس توجهاً مختلفاً عن سابقاتها لجهة الرغبة في العمل مع الآخرين ومشاركة الأعباء. تقول الوثيقة الصادرة عام 2010 إن «أعباء القرن الجديد لا يمكن أن تقع على أكتاف أميركا وحدها»، «ولا يمكن لأي بلد وحده أن يواجه تحديات القرن الواحد والعشرين أو أن يملي شروطه على العالم».
إنها أميركا متواضعة تلك التي تسعى للعمل مع الآخرين، يقول الرئيس أوباما في مقدمة التقرير – الاستراتيجية: «إن الولايات المتحدة أقامت علاقات تجارية ودعمت بنياناً دولياً يتكوّن من قوانين ومؤسسات، وسال الدم الأميركي في بلاد أجنبية ليس من أجل بناء امبراطورية وإنما لكي نقوم بتشكيل عالم يقوم فيه أشخاص وأمم بتقرير مصيرهم والعيش بالسلام وبالكرامة التي يستحقون».
الرئيس أوباما يدير دفة أميركا نحو المحيط الهادئ آملاً بأن تحمل أمواجه خيرات آسيا عوضاً عن هموم الأطلسي والشرق الأوسط، فهل ينجح؟
شعاره «نعم نستطيع»، لكن تجربته في الحكم علمته أن الشعارات عبارات تمن في معظم الأحيان.

علامتان للأزمة الأميركية: تبذير المال بعد 11 أيلول والتشدد في قوانين الهجرة

سألني شاب عربي خلال زيارتي المنطقة هذا الصيف أين تعيشين؟ قلت: في الولايات المتحدة. فأجاب: آه. بلاد الأحلام. فوجئت بجوابه لأنني لم أسمع عن الحلم الأميركي منذ فترة طويلة من الأميركيين. الكثيرون هنا (في واشنطن) لا يرون في أميركا بلاد الأحلام هذه الأيام. إنهم يتحدثون بحنين عن العصر الذهبي أي السبعينات والثمانينات. كما إنني لا أعتقد أن الشبان الأميركيين الذين يعيشون في مخيم نصبوه على بعد أمتار من البيت الأبيض في إطار حملة «احتلوا وول ستريت» يعتقدون أنهم يعيشون حلماً أميركياً. على العكس كل المؤشرات والكتابات التي تصدر عن الدوائر السياسية والاجتماعية والثقافية والاقتصادية بالدرجة الأولى تشير إلى أن هذا الحلم الأميركي في خطر لأول مرة في تاريخ البلاد.
أميركا تبحث عن نفسها وتسأل ماذا حدث؟ غلاف مجلة «شؤون خارجية» الرصينة يسأل: «هل انتهت أميركا؟» بينما ترى مجلة «ذي ناشيونال إنتريست» أن «الحقبة الأميركية انتهت». مجلة «السياسة الخارجية» تسأل باستغراب «ماذا أصاب أميركا؟». أما كتاب توماس فريدمان ومايكل ماندلبوم الجديد فقد اختار عنواناً فيه حسرة من فقد شيئاً عزيزاً: «هكذا كنا نحن: كيف تراجعت أميركا في العالم الذي اخترعته وكيف يمكن أن تعود».
كل النقاش والنظريات تتمحور حول تراجع الدور الأميركي في العالم وانخفاض نفوذها الاقتصادي والسياسي وتراجع قدرتها على التأثير في مجرى الأحداث الدولية. من هنا يمكن فهم ردّ الفعل الرئيسي في الإعلام الأميركي على قمة الدول العشرين في فرنسا الأسبوع الماضي. فبينما تقف أوروبا على حافة الهاوية مالياً، كان أكثر ما لفت الصحافة الأميركية أن الرئيس الأميركي باراك أوباما لم يكن في مركز الاهتمام الأول للحاضرين وللعالم.
إن الذين نظروا إلى أميركا دائماً على أنها مشروع إمبراطوري، يرون في تراجع دورها بداية لأفول هذا المشروع كما حدث مع جميع الإمبراطوريات التي سبقته. البعض يجد أوجه شبه بين وضع أميركا اليوم ووضع بريطانيا، الإمبراطورية التي لا تغيب عنها الشمس، في أوائل القرن الماضي.
ولكن يشير هؤلاء إلى أن بينما كان التحدي لقوة بريطانيا اقتصادياً، فإن التحدي الأساسي للولايات المتحدة اليوم هو تحدٍّ سياسي، بالدرجة الأولى ومن ثم اقتصادي.
انقسام داخلي
فالولايات المتحدة تعيش أكبر انقسام داخلي منذ الحرب الأهلية، كما يرى البعض. ويظهر هذا الانقسام في الشلل السياسي الذي هدّد بإقفال الحكومة أكثر من مرة هذه السنة وفي جمود القرارات الكبرى بسبب الفشل في التوصل إلى تسوية ترضي الطرفين وتحافظ على العمل الحكومي بوضعه فوق الجدال السياسي. وأصبحت تسمع لأول مرة في هذه البلاد بلغة التخوين التي كنت أعتقد أنها فقط جزء من الفولكلور السياسي اللبناني. وأدى هذا الخلاف السياسي إلى نتائج مؤلمة للولايات المتحدة حيث قامت وكالة «ستاندرد آند بورز» بالتخفيض الائتماني للولايات المتحدة لأول مرة في التاريخ الأميركي. وكان لافتاً اعتبار الكثيرين قرار الوكالة الائتمانية اللجوء إلى التخفيض بعد معركة شرسة في الكونغرس بين الديموقراطيين والجمهوريين حول خفض المصروفات ورفع الضريبة لخفض عبء الدين ورفع مستوى الاستدانة، بأنه حكم على قادة البلاد، لأن الفجوة بين الأحزاب السياسية خففت من الثقة بقدرة الحكومة على إدارة ماليتها.
قالت الوكالة: إن التخفيض يعكس ضعف المؤسسات السياسية وضعف فاعليتها في اتخاذ القرار السياسي في وقت هناك تحديات مالية واقتصادية.
هذا الانقسام السياسي له تبعات أخطر على الولايات المتحدة لأنه يلقي بظلال تحجب الحلم الأميركي وتجعل إمكان الخروج من الوضع الاقتصادي الحالي أكثر صعوبة. فقدرة أي دولة عظمى أو إمبراطورية على لعب دور فاعل ومؤثر خارج حدودها يرتبط ارتباطاً مباشراً بقوتها الاقتصادية وعافية نظامها السياسي الداخلي. الولايات المتحدة اليوم لا تزال تحاول جاهدة الخروج من أزمتها الاقتصادية ولكن المؤشرات لا تطمئن الأميركي العادي ولا الرئيس باراك أوباما على وجه الخصوص، لأن الحملة الانتخابية الأميركية أصبحت على الأبواب وإعادة انتخابه لولاية ثانية تعتمد في شكل رئيسي على الوضع الاقتصادي الداخلي وليس على نجاحاته في السياسة الخارجية. وعلى رغم إشارة مساعدي الرئيس إلى نجاحات محددة مثل قتل بن لادن والعولقي وضعف تنظيم «القاعدة» خارجياً إلا أن الأميركي العادي سيصوّت بناء على لقمة عيشه وعلى مدى ثقته بالاقتصاد والسياسة الاقتصادية.
إن النظرة إلى هذا الوضع تظهر أن أميركا ليست نفسها في جميع المجالات. الوضع الاقتصادي جامد، بعض الولايات مفلس تماماً، البنية التحتية متآكلة وبحاجة إلى تجديد، ويبدو أن البلاد فقدت بوصلتها. فنسبة البطالة لا تزال تقف عند 9 في المئة أي أن هناك 13 مليون أميركي بلا عمل. وهناك 49.1 مليون أميركي تحت خط الفقر وفق آخر إحصاء أميركي أي نسبة 16 في المئة من الشعب الأميركي تعاني من الفقر.
وصل حجم الدين العام إلى 14.94 تريليون دولار أي بنسبة 99.6 في المئة من الناتج الإجمالي المحلي GDP أما قيمة الدين الذي يملكه أجانب فهو 4.45 تريليون، أي حوالى 47 في المئة من الدين الذي يملكه القطاع العام، و32 في المئة من الدين الذي يملكه الآخرون أي 9.49 تريليون.
وحتى شهر أيار (مايو) الماضي كانت الصين أكبر حامل للدين الأميركي بنسبة 36 في المئة من كل الدين الأجنبي.
ويرى جو باكر في مجلة «فورين أفيرز» (شؤون خارجية) أن عدم المساواة في أميركا أصل مشاكل أميركا. يقول إنه بين 1979 و2006 ارتفع مدخول الطبقة الوسطى بنسبة 21 في المئة سنوياً. وارتفع مدخول الفقراء الأميركيين 11 في المئة بينما ارتفع مدخول واحد في المئة وهي الطبقة الغنية الأميركية بنسبة 256 في المئة في الفترة نفسها. ورأى أن الحكومة لديها سياسة تفضيلية للأغنياء: «وأن عدم المساواة يحوّل المجتمع إلى نظام طبقي ويسجن الناس في الظروف التي ولدوا فيها وهذا منافٍ لفكرة الحلم الأميركي».
وأدت الأزمة الاقتصادية إلى خفض المصروفات في جميع الحقول ولكن التخفيض الأكثر إيذاء لأميركا وفكرة أميركا وتفوقها في العالم كان في مجال موازنة التكنولوجيا والأبحاث والفضاء. إن إلغاء برنامج المكوك الفضائي لأسباب مادية كان أهم رمز لهذا التراجع الأميركي. فالمكوك أقفل حقبة من تاريخ استكشاف الفضاء الذي كانت أميركا رائدته بلا منازع. كان المكوك الفضائي انعكاساً لعظمة أميركا ولصورتها الفضلى عندما كانت الأولى في العالم في كل شيء.
يقول توماس فريدمان في كتابه الجديد، إن أميركا تفكر بطريقة محدودة الآن. ففي الوقت الذي تزداد أهمية المعرفة ويصبح الاستثمار في الأبحاث والتطوير أولوية ملحّة تخفض أميركا دعمها وتمويلها لهذا القطاع. يذكر أن هذا التمويل انخفض 60 في المئة خلال 40 سنة كجزء من الناتج القومي المحلي. ويقارن بين ما صرفه المستهلك الأميركي عام 2009 على رقائق البطاطا (7.1 بليون دولار) وما صرفته الحكومة الأميركية على الأبحاث والتطوير (5.1 بليون).
إصلاح قطاع التربية
ويجمع المحللون هنا والسياسيون على أن المشكلة الأكبر هي في قطاع التربية الأميركي الذي هو بحاجة الى إصلاح شامل. وبعدما يقول فريدمان إن في هذا القرن «العلم هو أساس القوة الاقتصادية والقوة الاقتصادية هي أساس دور البلاد الحيوي الذي لا يمكن الاستغناء عنه في العالم»، يورد قولاً لدوق إلنغتون «إن معركة واترلو (1815) جرى تحقيق الانتصار فيها في ملاعب مدرسة إيتون» (المدرسة الخاصة الشهيرة في بريطانيا حيث تدرّس النخبة البريطانية)، ويسرد فريدمان بحزن كيف أن 51 في المئة من براءات الاختراع التي سُجلت في أميركا عام 2009 كانت لشركات غير أميركية، وثلثي المهندسين الذين ينالون شهادة الدكتوراه من الجامعات الأميركية ليسوا أميركيين.
لكن على رغم الاعتراف بأن هناك مشكلة في الولايات المتحدة اليوم، إلا أن الإجماع أيضاً هو أن التراجع قرار وليس مصيراً. إن المشكلة هي نحن، يقول فريدمان: «والحل هو نحن». المشكلة الداخلية تتعلق بثلاثة عقود من السياسات الاقتصادية ومن التحوّل السياسي التي أدت إلى الأزمة المالية عام 2008 وإلى انقسام سياسي حاد في المجتمع. ولكن خارجياً المشكلة بدأت وفق خبراء السياسة الخارجية عندما تمدّدت الولايات المتحدة في الخارج أكثر من قدرتها ففتحت جبهتين في أفغانستان والعراق، إضافة إلى فتح جبهة عالمية وداخلية على الإرهاب جففت الموارد الأميركية وأدت إلى سياسات داخلية خصوصاً في مجال الهجرة، أدت الى إقفال أبواب أميركا أمام الدم الجديد والمواهب الجديدة في المجتمع الأميركي. فعلى مدى مئتي عام كان الجسد الأميركي يتجدّد يومياً بوصول أفضل العقول والمواهب من حول العالم للعلم والدراسة والأبحاث والعمل.
في سيرة حياة ستيف جوبز صاحب شركة «آبل» انه كان يجلس إلى جانب الرئيس الأميركي في عشاء لأبرز رؤساء شركات سيليكون فالي (شركات تكنولوجيا المعلومات الأميركية) مثل «غوغل» و «سيسكو» و «أوركيل». أخبر جوبز الرئيس أن شركة «آبل» توظّف 700 ألف عامل في مصانعها في الصين لأنها لا تستطيع أن تجد 30 ألف مهندس في الولايات المتحدة تحتاج لهم في مصانعها. واقترح جوبز على الرئيس منح طلاب الهندسة الذين يأتون للدراسة في أميركا الجنسية الأميركية، وقال: «إذا استطعت أن تخرِّج هؤلاء المهندسين يمكن أن ننقل المزيد من أعمال التصنيع إلى أميركا. فوجئ جوبز، وفق المقال، بقول الرئيس إنه يجب الانتظار حتى التوصل إلى إصلاح أوسع لنظام الهجرة لأنه غير قادر على تحقيقه.
الواقع أن الخلاف الداخلي حول موضوع الهجرة والتشديد على إقفال الباب على سياسات الهجرة المرنة التي كانت موجودة في الولايات المتحدة وأدت إلى حيوية المجتمع الأميركي وعظمة أميركا هي أحد أبرز أسباب التراجع الأميركي.
النظر إلى لائحة الأميركيين الذين فازوا بجائزة نوبل هذه السنة هو أفضل مثال على ذلك. فقد نال ستة أميركيين جائزة نوبل في الطب والفيزياء، أربعة منهم ولدوا خارج أميركا وهاجروا إلى الولايات المتحدة.
المشكلة الأخرى والتي تتعلق في شكل عضوي بتضييق باب الهجرة هي ردّ فعل الولايات المتحدة القوي والمفرط، على أحداث 11 أيلول (سبتمبر).
يرى فريدمان أن الولايات المتحدة خصصت من الموارد ورأس المال السياسي أكثر من اللازم لمحاربة الإرهاب على رغم أهميته. وقامت بمهمة «بناء البلاد» في العراق وأفغانستان وهذا أدى إلى تراكم العجز والدين. وكان من الواضح أن العقلاء في الإدارات الأميركية المتعاقبة لاحظوا هذا الأمر. ونُقل عن وزير الدفاع السابق روبرت غيتس وهو يعلن التخفيض في موازنة الدفاع قبل تركه منصبَه: «أصبحت المؤسسات الدفاعية الأميركية معتادة على العقد الذي تلى 9/11 حيث لا أحد طرح أسئلة عن طلبات التمويل ما شجع ثقافة التبذير وعدم الفاعلية التي شبهها بنظام شبه إقطاعي. فترة ما بعد 11 أيلول جعلت من الصعب على كثيرين ليس فقط المجيء إلى أميركا للدراسة والهجرة بل حتى للزيارة وهذا أثّر أيضاً في قطاع السياحة والتبادل. فالهوس بالهمّ الأمني غيّر الشخصية الأميركية المنفتحة وخلق جواً من الخوف والريبة من الأجنبي وخصوصاً من أبناء الشرق الأوسط. إضافة إلى بلايين الدولارات التي صرفت على الأمن الداخلي والتي كان يمكن أن تصرف على التربية أو إعادة تأهيل الطرق والمطارات والجسور، والأهم على التكنولوجيا والعلوم التي كانت دائماً تداعب خيال العالم عندما يفكّر بأميركا.
هذه الصورة الداخلية أدت إلى نقاش سياسي في الدوائر الأميركية حول السياسة الخارجية ودور أميركا الحيوي في العالم وما إذا كان القرن الحادي والعشرون سيكون أميركياً كما كان القرن العشرون. وتظهر الإحصاءات أن عدد الأميركيين الذين يؤمنون بتراجع الدور الأميركي في العالم يتزايد. هناك تيارات عدة تشكّل هذا النقاش. وهي تصطّف اصطفافات سياسية. الجمهوريون يلومون الرئيس أوباما طبعاً على تراجع الدور الأميركي ويتهمونه بأنه لا يؤمن «باستثنائية» أميركا. ولكن هذا ليس جوهر النقاش. يتمحور هذا الجوهر في الدوائر السياسية والفكرية حول كيفية استعادة هذا الدور في العالم في ظل ضعف اقتصادي داخلي وانقسام سياسي.
يجمع طرفا النقاش على أن الولايات المتحدة في حاجة إلى إعادة التموضع الاستراتيجي، وتحديد الأولويات: الاقتصاد وترتيب البيت الداخلي وخفض المصروفات خصوصاً الدفاعية ونقل عبء الحمل العسكري حول العالم من أكتافها إلى أكتاف حلفائها.
نحو الانكماش
هذا التحوّل السياسي الخارجي الذي يسميه بعضهم «بضرورة الانكماش»، بينما يطلق عليه البعض الآخر «إعادة التوازن» كان يمكن أن تجد له الإدارة وصفاً استراتيجياً يدعم فلسفتها القائمة على مشاركة الأعباء مع الحلفاء ولكن مع الأسف أصبح استخدام مسؤول أميركي عبارة «القيادة من الخلف» نقطة ضعف في استراتيجية الإدارة الخارجية. والآن أصبحت هذه العبارة أكثر العبارات شعبية لدى منتقدي سياسة الرئيس أوباما الخارجية. لكن على أرض الواقع يشير المسؤولون الأميركيون إلى نجاح هذا التوجه خصوصاً في ليبيا حيث تركت الولايات المتحدة الساحة لفرنسا و الـ «ناتو» ليقودا العملية ودعمت الاثنين من الخلف.
الداعون إلى قيادة أميركية فاعلة يعتبرون أن هذا تخلٍّ عن القيادة الأميركية في العالم وله أخطار لأنه يشجع قوى إقليمية على تحدي أميركا ويضعف ثقة الحلفاء بواشنطن.
مستشار الأمن القومي الأميركي السابق زبغنيو بريجنسكي والذي يعتبر من أبرز المحللين الاستراتيجيين في أميركا قال إن الموقف الأميركي أصبح معزولاً في المنظمات الدولية، مشيراً إلى التصويت على عضوية فلسطين في منظمة «يونيسكو» وقال إن هذه شهادة سلبية على القيادة الأميركية.
وأشار إلى أن أميركا عندما أتت إدارة الرئيس جيمي كارتر، التي عمل فيها، إلى الحكم كانت لديها أربع دول حليفة قوية في منطقة الشرق الأوسط وهي: إيران والسعودية ومصر وتركيا، وقال: «انظروا إلى علاقاتنا بهذه الدول اليوم»!
ويرى آخرون أن فشل الإدارة الأميركية في حل النزاع العربي - الإسرائيلي وحتى إحراز تقدم، مؤشر آخر على تقلّص النفوذ الأميركي في المنطقة.
أما الواقعيون في مناقشة السياسة الخارجية الأميركية، فيشيرون إلى تغير العالم ويدعون الولايات المتحدة إلى اللجوء إلى سياسة تعدد الأطراف القائمة على العمل والتعاون مع أطراف إقليمية ودولية لحل الأزمات. قال لي مسؤول أميركي سابق بارز: «لا نستطيع اليوم أن نقوم بالكثير من دون تعاون البلدان الأخرى. إن قوتنا ضعفت نسبياً لأن طبيعة النظام العالمي تغيّرت. هناك انتشار أكثر للقوة. إن نفوذنا في الشرق الأوسط تغير ولكنه لم يتراجع». مشيراً إلى أن الذي أثّر في دور أميركا في الشرق الأوسط هو علاقتها بإسرائيل. ورأى أن النفوذ الأميركي في المنطقة يمكن أن يزداد بسبب الربيع العربي إذا تغيرت أنظمة الحكم في المنطقة وأصبحت أكثر ديموقراطية لأن ذلك يعني أنها ستجد المزيد من القيم المشتركة مع أميركا.
وهناك فريق آخر في هذا النقاش يقوده فريد زكريا يقول إن الأمر ليس أن نفوذ أميركا ضعف وإنما نفوذ دول أخرى وقوتها ازدادا. إن هذه القوى الصاعدة التي تتحدى النفوذ الأميركي اليوم هي الصين والهند والبرازيل الدول التي تتمتع باقتصاد قوي وقوى ذاتية واسعة. إن نشوء هذه القوى الجديدة ينهي العالم الأحادي ولحظته التاريخية التي بدأت بعد انهيار الاتحاد السوفياتي ونصبت الولايات المتحدة قائداً للعالم. وقوة هذه الدول الصاعدة هي في اتباعها سياسة «الاحتواء» للدور الأميركي عبر تحديه وفرض قواعد عمل جديدة في النظام العالمي. وإقفال مجلس الأمن في وجه أي قرار يدين النظام السوري بسبب العنف غير المسبوق الذي يمارسه ضد الشعب السوري، من قبل دول «بريكس» (روسيا، الصين، جنوب أفريقيا والهند) هو أفضل مثال على ذلك. ومن بين الدول الصاعدة تمثل الصين التحدي الأكبر للولايات المتحدة وسياستها الخارجية. فالصين قوة اقتصادية كبرى اليوم وتنافس الولايات المتحدة في جميع أنحاء العالم ومنها أفريقيا والشرق الأوسط.
صعود الصين أبرز التحديات الاستراتيجية لواشنطن وهناك شبه هوس في الولايات المتحدة بكيفية التعامل مع صعود نجم بكين، خصوصاً أنها الشريك التجاري الثالث لأميركا وتحتل المرتبة الأولى بين الدول التي تدين الولايات المتحدة لها. ولكن الكثيرين يقولون إن الصين ليست مشكلة أميركا. إن مشكلة أميركا داخلية. توم فريدمان مثلاً يقول إن «الصين مرآة. إننا في الحقيقة نتحدث عن أنفسنا وعن خسارتنا ثقتنا بأنفسنا. نرى في الصينيين بعض الصفات التي كنا نتمتع بها مرة وكانت تعرّف من نحن كأمة والتي يبدو أننا فقدناها».
ما الحل؟
الحل في أن تعيد أميركا صوغ بنيتها الداخلية بالتوصل إلى إجماع يذكِّر بما كان سبب قوة أميركا وتفوقها. وخارجياً عبر العمل لإعادة بناء استراتيجي عالمي يأخذ في الاعتبار التغيرات الجديدة في العالم ويبني على عوامل القوة الأميركية ويقوم نظام عالمي جديد يشبه القرن الحادي والعشرين وليس القرن الماضي.
هناك شبه إجماع على أن أميركا ستتعافى وستستعيد قوتها الاقتصادية ونفوذها السياسي في الخارج بعد أن تضمن وحدة داخلية حول فكرة أميركا «المدينة فوق الجبل» التي يتطلع إليها العالم بإعجاب واحترام كما فعل من قبل. خبراء السياسة الخارجية يرون أن أميركا لا تزال تتمتع بقوة بنيوية هائلة ولكنها تحتاج إلى قرار لكي تعيد تصويب وجهتها نحو مستقبل أفضل. يشير فريد زكريا في كتابه «عالم ما بعد أميركا»، إلى أن الاقتصاد الأميركي هو الأكبر في العالم باستمرار منذ 1880. وهذا الاقتصاد وفق التقديرات سيبقى حتى عام 2025 أكبر من الاقتصاد الصيني بمرتين من الناتج المحلي الاسمي، والقوات العسكرية الأميركية لا تزال تسيطر في جميع المجالات ولا تزال تصرف على أبحاث الدفاع والتطوير، على رغم التخفيض، أكثر من العالم مجتمعاً. ويرى هؤلاء أن دينامية أميركا والحرية الفردية والجامعات الأميركية التي لا تزال الأفضل في العالم والتكنولوجيا الأميركية من «آي فون» إلى «فايسبوك» والماركة الأميركية لا تزال وفق الاستفتاءات الأولى في العالم.
أميركا التي عرفها العالم لا تزال موجودة ولكنها بحاجة إلى إعادة اكتشاف نفسها كما يقول توم فريدمان أو إلى استراتيجية جديدة.
وزيرة الخارجية الأميركية هيلاري كلينتون شددت في مقال كتبته في «فورين بوليسي» عن مستقبل الدور الأميركي واستراتيجية الولايات المتحدة للقرن الحادي والعشرين»، على أن العالم ما زال يحتاج إلى قيادة أميركا. قالت: «أسمع في كل مكان أن العالم يتطلع إلى أميركا وقيادتها». وقدمت تحليلاً متفائلاً للقوة الأميركية. قالت إن «قواتنا المسلحة هي الأقوى واقتصادنا هو الأكبر في العالم، وعمالنا الأكثر إنتاجاً وسمعة جامعاتنا واسعة حول العالم». وأكدت أن لا يجب «أن يكون هناك أدنى شك في قدرة الولايات المتحدة على ضمان واستمرار قيادتنا العالمية في هذا القرن كما فعلنا في القرن الماضي».
ولكن، بينما كان القرن الماضي قرناً أميركياً - أطلسياً، يبدو أن الولايات المتحدة حسمت أمرها بجعل القرن الحادي والعشرين قرناً أميركياً باسيفيكياً (نسبة إلى المحيط الهادي). أميركا تتطلع هذه المرة نحو آسيا لتستشرف مستقبلها.

آمال مدللي
سألني شاب عربي خلال زيارتي المنطقة هذا الصيف أين تعيشين؟ قلت: في الولايات المتحدة. فأجاب: آه. بلاد الأحلام. فوجئت بجوابه لأنني لم أسمع عن الحلم الأميركي منذ فترة طويلة من الأميركيين. الكثيرون هنا (في واشنطن) لا يرون في أميركا بلاد الأحلام هذه الأيام. إنهم يتحدثون بحنين عن العصر الذهبي أي السبعينات والثمانينات. كما إنني لا أعتقد أن الشبان الأميركيين الذين يعيشون في مخيم نصبوه على بعد أمتار من البيت الأبيض في إطار حملة «احتلوا وول ستريت» يعتقدون أنهم يعيشون حلماً أميركياً. على العكس كل المؤشرات والكتابات التي تصدر عن الدوائر السياسية والاجتماعية والثقافية والاقتصادية بالدرجة الأولى تشير إلى أن هذا الحلم الأميركي في خطر لأول مرة في تاريخ البلاد.
أميركا تبحث عن نفسها وتسأل ماذا حدث؟ غلاف مجلة «شؤون خارجية» الرصينة يسأل: «هل انتهت أميركا؟» بينما ترى مجلة «ذي ناشيونال إنتريست» أن «الحقبة الأميركية انتهت». مجلة «السياسة الخارجية» تسأل باستغراب «ماذا أصاب أميركا؟». أما كتاب توماس فريدمان ومايكل ماندلبوم الجديد فقد اختار عنواناً فيه حسرة من فقد شيئاً عزيزاً: «هكذا كنا نحن: كيف تراجعت أميركا في العالم الذي اخترعته وكيف يمكن أن تعود».
كل النقاش والنظريات تتمحور حول تراجع الدور الأميركي في العالم وانخفاض نفوذها الاقتصادي والسياسي وتراجع قدرتها على التأثير في مجرى الأحداث الدولية. من هنا يمكن فهم ردّ الفعل الرئيسي في الإعلام الأميركي على قمة الدول العشرين في فرنسا الأسبوع الماضي. فبينما تقف أوروبا على حافة الهاوية مالياً، كان أكثر ما لفت الصحافة الأميركية أن الرئيس الأميركي باراك أوباما لم يكن في مركز الاهتمام الأول للحاضرين وللعالم.
إن الذين نظروا إلى أميركا دائماً على أنها مشروع إمبراطوري، يرون في تراجع دورها بداية لأفول هذا المشروع كما حدث مع جميع الإمبراطوريات التي سبقته. البعض يجد أوجه شبه بين وضع أميركا اليوم ووضع بريطانيا، الإمبراطورية التي لا تغيب عنها الشمس، في أوائل القرن الماضي.
ولكن يشير هؤلاء إلى أن بينما كان التحدي لقوة بريطانيا اقتصادياً، فإن التحدي الأساسي للولايات المتحدة اليوم هو تحدٍّ سياسي، بالدرجة الأولى ومن ثم اقتصادي.
انقسام داخلي
فالولايات المتحدة تعيش أكبر انقسام داخلي منذ الحرب الأهلية، كما يرى البعض. ويظهر هذا الانقسام في الشلل السياسي الذي هدّد بإقفال الحكومة أكثر من مرة هذه السنة وفي جمود القرارات الكبرى بسبب الفشل في التوصل إلى تسوية ترضي الطرفين وتحافظ على العمل الحكومي بوضعه فوق الجدال السياسي. وأصبحت تسمع لأول مرة في هذه البلاد بلغة التخوين التي كنت أعتقد أنها فقط جزء من الفولكلور السياسي اللبناني. وأدى هذا الخلاف السياسي إلى نتائج مؤلمة للولايات المتحدة حيث قامت وكالة «ستاندرد آند بورز» بالتخفيض الائتماني للولايات المتحدة لأول مرة في التاريخ الأميركي. وكان لافتاً اعتبار الكثيرين قرار الوكالة الائتمانية اللجوء إلى التخفيض بعد معركة شرسة في الكونغرس بين الديموقراطيين والجمهوريين حول خفض المصروفات ورفع الضريبة لخفض عبء الدين ورفع مستوى الاستدانة، بأنه حكم على قادة البلاد، لأن الفجوة بين الأحزاب السياسية خففت من الثقة بقدرة الحكومة على إدارة ماليتها.
قالت الوكالة: إن التخفيض يعكس ضعف المؤسسات السياسية وضعف فاعليتها في اتخاذ القرار السياسي في وقت هناك تحديات مالية واقتصادية.
هذا الانقسام السياسي له تبعات أخطر على الولايات المتحدة لأنه يلقي بظلال تحجب الحلم الأميركي وتجعل إمكان الخروج من الوضع الاقتصادي الحالي أكثر صعوبة. فقدرة أي دولة عظمى أو إمبراطورية على لعب دور فاعل ومؤثر خارج حدودها يرتبط ارتباطاً مباشراً بقوتها الاقتصادية وعافية نظامها السياسي الداخلي. الولايات المتحدة اليوم لا تزال تحاول جاهدة الخروج من أزمتها الاقتصادية ولكن المؤشرات لا تطمئن الأميركي العادي ولا الرئيس باراك أوباما على وجه الخصوص، لأن الحملة الانتخابية الأميركية أصبحت على الأبواب وإعادة انتخابه لولاية ثانية تعتمد في شكل رئيسي على الوضع الاقتصادي الداخلي وليس على نجاحاته في السياسة الخارجية. وعلى رغم إشارة مساعدي الرئيس إلى نجاحات محددة مثل قتل بن لادن والعولقي وضعف تنظيم «القاعدة» خارجياً إلا أن الأميركي العادي سيصوّت بناء على لقمة عيشه وعلى مدى ثقته بالاقتصاد والسياسة الاقتصادية.
إن النظرة إلى هذا الوضع تظهر أن أميركا ليست نفسها في جميع المجالات. الوضع الاقتصادي جامد، بعض الولايات مفلس تماماً، البنية التحتية متآكلة وبحاجة إلى تجديد، ويبدو أن البلاد فقدت بوصلتها. فنسبة البطالة لا تزال تقف عند 9 في المئة أي أن هناك 13 مليون أميركي بلا عمل. وهناك 49.1 مليون أميركي تحت خط الفقر وفق آخر إحصاء أميركي أي نسبة 16 في المئة من الشعب الأميركي تعاني من الفقر.
وصل حجم الدين العام إلى 14.94 تريليون دولار أي بنسبة 99.6 في المئة من الناتج الإجمالي المحلي GDP أما قيمة الدين الذي يملكه أجانب فهو 4.45 تريليون، أي حوالى 47 في المئة من الدين الذي يملكه القطاع العام، و32 في المئة من الدين الذي يملكه الآخرون أي 9.49 تريليون.
وحتى شهر أيار (مايو) الماضي كانت الصين أكبر حامل للدين الأميركي بنسبة 36 في المئة من كل الدين الأجنبي.
ويرى جو باكر في مجلة «فورين أفيرز» (شؤون خارجية) أن عدم المساواة في أميركا أصل مشاكل أميركا. يقول إنه بين 1979 و2006 ارتفع مدخول الطبقة الوسطى بنسبة 21 في المئة سنوياً. وارتفع مدخول الفقراء الأميركيين 11 في المئة بينما ارتفع مدخول واحد في المئة وهي الطبقة الغنية الأميركية بنسبة 256 في المئة في الفترة نفسها. ورأى أن الحكومة لديها سياسة تفضيلية للأغنياء: «وأن عدم المساواة يحوّل المجتمع إلى نظام طبقي ويسجن الناس في الظروف التي ولدوا فيها وهذا منافٍ لفكرة الحلم الأميركي».
وأدت الأزمة الاقتصادية إلى خفض المصروفات في جميع الحقول ولكن التخفيض الأكثر إيذاء لأميركا وفكرة أميركا وتفوقها في العالم كان في مجال موازنة التكنولوجيا والأبحاث والفضاء. إن إلغاء برنامج المكوك الفضائي لأسباب مادية كان أهم رمز لهذا التراجع الأميركي. فالمكوك أقفل حقبة من تاريخ استكشاف الفضاء الذي كانت أميركا رائدته بلا منازع. كان المكوك الفضائي انعكاساً لعظمة أميركا ولصورتها الفضلى عندما كانت الأولى في العالم في كل شيء.
يقول توماس فريدمان في كتابه الجديد، إن أميركا تفكر بطريقة محدودة الآن. ففي الوقت الذي تزداد أهمية المعرفة ويصبح الاستثمار في الأبحاث والتطوير أولوية ملحّة تخفض أميركا دعمها وتمويلها لهذا القطاع. يذكر أن هذا التمويل انخفض 60 في المئة خلال 40 سنة كجزء من الناتج القومي المحلي. ويقارن بين ما صرفه المستهلك الأميركي عام 2009 على رقائق البطاطا (7.1 بليون دولار) وما صرفته الحكومة الأميركية على الأبحاث والتطوير (5.1 بليون).
إصلاح قطاع التربية
ويجمع المحللون هنا والسياسيون على أن المشكلة الأكبر هي في قطاع التربية الأميركي الذي هو بحاجة الى إصلاح شامل. وبعدما يقول فريدمان إن في هذا القرن «العلم هو أساس القوة الاقتصادية والقوة الاقتصادية هي أساس دور البلاد الحيوي الذي لا يمكن الاستغناء عنه في العالم»، يورد قولاً لدوق إلنغتون «إن معركة واترلو (1815) جرى تحقيق الانتصار فيها في ملاعب مدرسة إيتون» (المدرسة الخاصة الشهيرة في بريطانيا حيث تدرّس النخبة البريطانية)، ويسرد فريدمان بحزن كيف أن 51 في المئة من براءات الاختراع التي سُجلت في أميركا عام 2009 كانت لشركات غير أميركية، وثلثي المهندسين الذين ينالون شهادة الدكتوراه من الجامعات الأميركية ليسوا أميركيين.
لكن على رغم الاعتراف بأن هناك مشكلة في الولايات المتحدة اليوم، إلا أن الإجماع أيضاً هو أن التراجع قرار وليس مصيراً. إن المشكلة هي نحن، يقول فريدمان: «والحل هو نحن». المشكلة الداخلية تتعلق بثلاثة عقود من السياسات الاقتصادية ومن التحوّل السياسي التي أدت إلى الأزمة المالية عام 2008 وإلى انقسام سياسي حاد في المجتمع. ولكن خارجياً المشكلة بدأت وفق خبراء السياسة الخارجية عندما تمدّدت الولايات المتحدة في الخارج أكثر من قدرتها ففتحت جبهتين في أفغانستان والعراق، إضافة إلى فتح جبهة عالمية وداخلية على الإرهاب جففت الموارد الأميركية وأدت إلى سياسات داخلية خصوصاً في مجال الهجرة، أدت الى إقفال أبواب أميركا أمام الدم الجديد والمواهب الجديدة في المجتمع الأميركي. فعلى مدى مئتي عام كان الجسد الأميركي يتجدّد يومياً بوصول أفضل العقول والمواهب من حول العالم للعلم والدراسة والأبحاث والعمل.
في سيرة حياة ستيف جوبز صاحب شركة «آبل» انه كان يجلس إلى جانب الرئيس الأميركي في عشاء لأبرز رؤساء شركات سيليكون فالي (شركات تكنولوجيا المعلومات الأميركية) مثل «غوغل» و «سيسكو» و «أوركيل». أخبر جوبز الرئيس أن شركة «آبل» توظّف 700 ألف عامل في مصانعها في الصين لأنها لا تستطيع أن تجد 30 ألف مهندس في الولايات المتحدة تحتاج لهم في مصانعها. واقترح جوبز على الرئيس منح طلاب الهندسة الذين يأتون للدراسة في أميركا الجنسية الأميركية، وقال: «إذا استطعت أن تخرِّج هؤلاء المهندسين يمكن أن ننقل المزيد من أعمال التصنيع إلى أميركا. فوجئ جوبز، وفق المقال، بقول الرئيس إنه يجب الانتظار حتى التوصل إلى إصلاح أوسع لنظام الهجرة لأنه غير قادر على تحقيقه.
الواقع أن الخلاف الداخلي حول موضوع الهجرة والتشديد على إقفال الباب على سياسات الهجرة المرنة التي كانت موجودة في الولايات المتحدة وأدت إلى حيوية المجتمع الأميركي وعظمة أميركا هي أحد أبرز أسباب التراجع الأميركي.
النظر إلى لائحة الأميركيين الذين فازوا بجائزة نوبل هذه السنة هو أفضل مثال على ذلك. فقد نال ستة أميركيين جائزة نوبل في الطب والفيزياء، أربعة منهم ولدوا خارج أميركا وهاجروا إلى الولايات المتحدة.
المشكلة الأخرى والتي تتعلق في شكل عضوي بتضييق باب الهجرة هي ردّ فعل الولايات المتحدة القوي والمفرط، على أحداث 11 أيلول (سبتمبر).
يرى فريدمان أن الولايات المتحدة خصصت من الموارد ورأس المال السياسي أكثر من اللازم لمحاربة الإرهاب على رغم أهميته. وقامت بمهمة «بناء البلاد» في العراق وأفغانستان وهذا أدى إلى تراكم العجز والدين. وكان من الواضح أن العقلاء في الإدارات الأميركية المتعاقبة لاحظوا هذا الأمر. ونُقل عن وزير الدفاع السابق روبرت غيتس وهو يعلن التخفيض في موازنة الدفاع قبل تركه منصبَه: «أصبحت المؤسسات الدفاعية الأميركية معتادة على العقد الذي تلى 9/11 حيث لا أحد طرح أسئلة عن طلبات التمويل ما شجع ثقافة التبذير وعدم الفاعلية التي شبهها بنظام شبه إقطاعي. فترة ما بعد 11 أيلول جعلت من الصعب على كثيرين ليس فقط المجيء إلى أميركا للدراسة والهجرة بل حتى للزيارة وهذا أثّر أيضاً في قطاع السياحة والتبادل. فالهوس بالهمّ الأمني غيّر الشخصية الأميركية المنفتحة وخلق جواً من الخوف والريبة من الأجنبي وخصوصاً من أبناء الشرق الأوسط. إضافة إلى بلايين الدولارات التي صرفت على الأمن الداخلي والتي كان يمكن أن تصرف على التربية أو إعادة تأهيل الطرق والمطارات والجسور، والأهم على التكنولوجيا والعلوم التي كانت دائماً تداعب خيال العالم عندما يفكّر بأميركا.
هذه الصورة الداخلية أدت إلى نقاش سياسي في الدوائر الأميركية حول السياسة الخارجية ودور أميركا الحيوي في العالم وما إذا كان القرن الحادي والعشرون سيكون أميركياً كما كان القرن العشرون. وتظهر الإحصاءات أن عدد الأميركيين الذين يؤمنون بتراجع الدور الأميركي في العالم يتزايد. هناك تيارات عدة تشكّل هذا النقاش. وهي تصطّف اصطفافات سياسية. الجمهوريون يلومون الرئيس أوباما طبعاً على تراجع الدور الأميركي ويتهمونه بأنه لا يؤمن «باستثنائية» أميركا. ولكن هذا ليس جوهر النقاش. يتمحور هذا الجوهر في الدوائر السياسية والفكرية حول كيفية استعادة هذا الدور في العالم في ظل ضعف اقتصادي داخلي وانقسام سياسي.
يجمع طرفا النقاش على أن الولايات المتحدة في حاجة إلى إعادة التموضع الاستراتيجي، وتحديد الأولويات: الاقتصاد وترتيب البيت الداخلي وخفض المصروفات خصوصاً الدفاعية ونقل عبء الحمل العسكري حول العالم من أكتافها إلى أكتاف حلفائها.
نحو الانكماش
هذا التحوّل السياسي الخارجي الذي يسميه بعضهم «بضرورة الانكماش»، بينما يطلق عليه البعض الآخر «إعادة التوازن» كان يمكن أن تجد له الإدارة وصفاً استراتيجياً يدعم فلسفتها القائمة على مشاركة الأعباء مع الحلفاء ولكن مع الأسف أصبح استخدام مسؤول أميركي عبارة «القيادة من الخلف» نقطة ضعف في استراتيجية الإدارة الخارجية. والآن أصبحت هذه العبارة أكثر العبارات شعبية لدى منتقدي سياسة الرئيس أوباما الخارجية. لكن على أرض الواقع يشير المسؤولون الأميركيون إلى نجاح هذا التوجه خصوصاً في ليبيا حيث تركت الولايات المتحدة الساحة لفرنسا و الـ «ناتو» ليقودا العملية ودعمت الاثنين من الخلف.
الداعون إلى قيادة أميركية فاعلة يعتبرون أن هذا تخلٍّ عن القيادة الأميركية في العالم وله أخطار لأنه يشجع قوى إقليمية على تحدي أميركا ويضعف ثقة الحلفاء بواشنطن.
مستشار الأمن القومي الأميركي السابق زبغنيو بريجنسكي والذي يعتبر من أبرز المحللين الاستراتيجيين في أميركا قال إن الموقف الأميركي أصبح معزولاً في المنظمات الدولية، مشيراً إلى التصويت على عضوية فلسطين في منظمة «يونيسكو» وقال إن هذه شهادة سلبية على القيادة الأميركية.
وأشار إلى أن أميركا عندما أتت إدارة الرئيس جيمي كارتر، التي عمل فيها، إلى الحكم كانت لديها أربع دول حليفة قوية في منطقة الشرق الأوسط وهي: إيران والسعودية ومصر وتركيا، وقال: «انظروا إلى علاقاتنا بهذه الدول اليوم»!
ويرى آخرون أن فشل الإدارة الأميركية في حل النزاع العربي - الإسرائيلي وحتى إحراز تقدم، مؤشر آخر على تقلّص النفوذ الأميركي في المنطقة.
أما الواقعيون في مناقشة السياسة الخارجية الأميركية، فيشيرون إلى تغير العالم ويدعون الولايات المتحدة إلى اللجوء إلى سياسة تعدد الأطراف القائمة على العمل والتعاون مع أطراف إقليمية ودولية لحل الأزمات. قال لي مسؤول أميركي سابق بارز: «لا نستطيع اليوم أن نقوم بالكثير من دون تعاون البلدان الأخرى. إن قوتنا ضعفت نسبياً لأن طبيعة النظام العالمي تغيّرت. هناك انتشار أكثر للقوة. إن نفوذنا في الشرق الأوسط تغير ولكنه لم يتراجع». مشيراً إلى أن الذي أثّر في دور أميركا في الشرق الأوسط هو علاقتها بإسرائيل. ورأى أن النفوذ الأميركي في المنطقة يمكن أن يزداد بسبب الربيع العربي إذا تغيرت أنظمة الحكم في المنطقة وأصبحت أكثر ديموقراطية لأن ذلك يعني أنها ستجد المزيد من القيم المشتركة مع أميركا.
وهناك فريق آخر في هذا النقاش يقوده فريد زكريا يقول إن الأمر ليس أن نفوذ أميركا ضعف وإنما نفوذ دول أخرى وقوتها ازدادا. إن هذه القوى الصاعدة التي تتحدى النفوذ الأميركي اليوم هي الصين والهند والبرازيل الدول التي تتمتع باقتصاد قوي وقوى ذاتية واسعة. إن نشوء هذه القوى الجديدة ينهي العالم الأحادي ولحظته التاريخية التي بدأت بعد انهيار الاتحاد السوفياتي ونصبت الولايات المتحدة قائداً للعالم. وقوة هذه الدول الصاعدة هي في اتباعها سياسة «الاحتواء» للدور الأميركي عبر تحديه وفرض قواعد عمل جديدة في النظام العالمي. وإقفال مجلس الأمن في وجه أي قرار يدين النظام السوري بسبب العنف غير المسبوق الذي يمارسه ضد الشعب السوري، من قبل دول «بريكس» (روسيا، الصين، جنوب أفريقيا والهند) هو أفضل مثال على ذلك. ومن بين الدول الصاعدة تمثل الصين التحدي الأكبر للولايات المتحدة وسياستها الخارجية. فالصين قوة اقتصادية كبرى اليوم وتنافس الولايات المتحدة في جميع أنحاء العالم ومنها أفريقيا والشرق الأوسط.
صعود الصين أبرز التحديات الاستراتيجية لواشنطن وهناك شبه هوس في الولايات المتحدة بكيفية التعامل مع صعود نجم بكين، خصوصاً أنها الشريك التجاري الثالث لأميركا وتحتل المرتبة الأولى بين الدول التي تدين الولايات المتحدة لها. ولكن الكثيرين يقولون إن الصين ليست مشكلة أميركا. إن مشكلة أميركا داخلية. توم فريدمان مثلاً يقول إن «الصين مرآة. إننا في الحقيقة نتحدث عن أنفسنا وعن خسارتنا ثقتنا بأنفسنا. نرى في الصينيين بعض الصفات التي كنا نتمتع بها مرة وكانت تعرّف من نحن كأمة والتي يبدو أننا فقدناها».
ما الحل؟

وزيرة الخارجية الأميركية هيلاري كلينتون شددت في مقال كتبته في «فورين بوليسي» عن مستقبل الدور الأميركي واستراتيجية الولايات المتحدة للقرن الحادي والعشرين»، على أن العالم ما زال يحتاج إلى قيادة أميركا. قالت: «أسمع في كل مكان أن العالم يتطلع إلى أميركا وقيادتها». وقدمت تحليلاً متفائلاً للقوة الأميركية. قالت إن «قواتنا المسلحة هي الأقوى واقتصادنا هو الأكبر في العالم، وعمالنا الأكثر إنتاجاً وسمعة جامعاتنا واسعة حول العالم». وأكدت أن لا يجب «أن يكون هناك أدنى شك في قدرة الولايات المتحدة على ضمان واستمرار قيادتنا العالمية في هذا القرن كما فعلنا في القرن الماضي».

Helen Thomas, who once occupied a front-row seat in the
White House briefing room, has been completely ostracized due to some inelegantly-put remarks about Israel captured on film by provocateurs [EPA] …In 1960, I was fixated on emulating the courageous media personalities of the times, from Edward R. Murrow
to a distinctive figure I came to admire at presidential press conferences - a wire service reporter named Helen Thomas.
In recent years, my faith in the power of dialogue in politics has been severely tested - as, no doubt has hers - in an age where diatribes and deliberate demonization chills debate and exchanges of opposing
views. Once you are labeled and stereotyped - especially if
you are denounced as an anti-Semite - you are relegated to the fringes, pronounced a hater beyond redemption, and even beyond explanation.
As the legendary Helen Thomas soon found out.
The rise of a legend
As a member in good standing of an activist generation,
I saw myself more as an outsider in contrast to Helen’s distinctive credentials as an insider, as a White House bureau chief and later as the dean of the White House Correspondents' Association.Yet, beneath her establishment credentials and status, she was always an outsider too - one of nine children born to a family of Lebanese immigrants in Winchester Kentucky, who despite their Middle East origins were Christians in the Greek Orthodox Church. She became a woman who broke the glass ceiling in the clubby, mostly male, inside-the-beltway world of big egos and self-important media prima donnas. Her origins were more modest. She grew up in an ethnic neighborhood in Detroit.
Helen received her bachelor's degree from Wayne State University in 1942, the year I was born. Earlier this year, her alma mater, of which she had taken so much pride in her achievements, canceled the award in her name.
The withdrawal of her name from the prominent award was a striking gesture of cowardice and submission to an incident blown out of proportion that instantly turned Helen from a 'she-ro' to a zero.
The Simon Wiesenthal Center put her on their top ten list of anti-Semites after angry remarks she made about Israel went viral and exploded into a major story. President Barack Obama who cheerfully brought her a birthday cake, later labeled her remarks as "reprehensible".
You would think that given all the vicious ad hominems, Godwins and putdowns directed at him, he would be more cautious tossing slurs at others.
But no, all politicians pander to deflect criticism whenever the wind of enmity blows their way. Now it was Helen who was being compared to Hitler in the latest furor.
Then suddenly last June, I, like everyone in the world of media, was stunned to witness her public fall from grace, partly self-inflicted, perhaps because of the inelegant language used in response to an ambush interview by provocateur father-son Israeli advocates posing as journalists.
They were following in the footsteps of the vicious comments by Ann Coulter earlier denouncing Thomas as an "old Arab" sitting yards from the President as if she were threatening him. She refused to dignify that smear with a response.
I didn't know until she told me that she had also been hounded for years by Abe Foxman, a leader of the Anti-Defamation League who demanded she explain 25 questions she asked presidents over the decades. "I didn’t answer," she told me, "because I don?€?t respond to junk mail."
Helen always stuck to her guns. She was considered the marquise of journalists that presidents respected. She even went to China with Nixon.
She has, however, always been polite enough to try to answer questions from strangers without always realizing who she was dealing with in a new world of media hit jobs, where "gotcha" YouTube videos thrive on spontaneous embarrassing moments, what we used to call "bloopers."
She had been baited and fell for it. Unaware of how the video could be used, she vented and then regretted doing so. It was too late. That short media snippet triggered millions of hits.
Helen later apologized for how she said what she did without retracting the essence of her convictions. But by then, it was too late. Her long career was instantly terminated. The perception became everything; the context nothing.
She tried to be conciliatory, saying, "I deeply regret my comments I made last week regarding the Israelis and the Palestinians. They do not reflect my heart-felt belief that peace will come to the Middle East only when all parties recognize the need for mutual respect and tolerance. May that day come soon." Her remarks were derided and dismissed, with the pundits and papers demanding her head. She had no choice but to resign after her company, agent, co-author and many "friends" started treating her like a pariah.
"You cannot criticize Israel in this country and survive," she says now.
She was forced into retirement and thrown to the wolves in a media culture that relishes stories of personal destruction and misfortune. It's the old 'the media builds you up before they tear you down' routine. As blogger Jamie Frieze wrote, "I don't think she should have been forced to resign. After all, freedom of speech doesn't come with the right to be comfortable. In other words, the fact that you're uncomfortable doesn't trump my free speech. Thomas made people uncomfortable, but that doesn't mean her speech should be punished."
But punished she was.
A lesson learned
When I called Helen Thomas to ask if she might be willing to share some of her thoughts on what happened, I found her as eloquent as ever, supportive of Wikileaks, critical of grand jury harassment in the Mid West against Palestinian supporters and angry with President Obama for his many right turns and spineless stands.
She was, she said, on a path outside the White House when a rabbi, David Nesenoff, asked to speak to her, and introduced his two sons whom he said wanted to become journalists (one of whom wasn't actually his son).
"That happens to me a lot," she said, "and I told them about my love of journalism and that they should pursue their goals. I was gracious, and told them to go for it."
Then the subject abruptly changed. "'What do you think of Israel' they asked next. It was all very pleasant and I don't blame them for asking,?€? she told me. But, then, she added, she didn't know the people would've "shoved a microphone in my face like a jack knife."
It wasn't just any rabbi making conversation. Nesenoff is an ardent Israel supporter who runs a website called
'Rabbi Live' and can be a flamboyant self-promoter. He says, "Even though I was born in Glen Cove and grew up in Syosset Long Island, Israel is my Jewish homeland. It is the homeland for all Jewish people."
The sin of silence
She remembered being moved by a rabbi who spoke alongside Martin Luther King Jr at the March on Washington in 1963. I was there also, and heard him speak too, and so I looked him up.
It was Joachim Prinz of the American Jewish Congress who made a speech that influenced a younger Helen Thomas. He said, "When I was the rabbi of the Jewish community in Berlin under the Hitler regime, I learned many things. The most important thing that I learned under those tragic circumstances was that bigotry and hatred are not the most urgent problem. The most urgent, the most disgraceful, the most shameful and the most tragic problem is silence."
Helen says her whole career has been about combating the sin of silence. She says she has now been liberated to speak out.
"All I would like is for people to know what I was trying to say, that Palestinians are living under tyranny and that their rights are being violated. All I want is some sympathy for Palestinians," she says.
Forgotten but not forgiven
Now it's the holiday season, allegedly a time of peace and forgiveness when presidents issue pardons to convicted criminals and reflection is theoretically permitted, a time when even a State Department hawk like Richard Holbrooke can, on his deathbed, it is said, call for an end to the Afghan war that he had dogmatically supported.
We have watched the rehabilitation of so many politicians over recent years who have stumbled, taken money or disgraced themselves in sex scandals, including senators and even presidents. Helen Thomas is not in that category.
Yet, many of those "fallen" are back in action, tarnished perhaps, but allowed to recant, to work and then reappear in the media.
But, to this day, there has been almost no compassion, empathy or respect shown for one of our great journalists, Helen Thomas, who has been presumed guilty and sentenced to oblivion with barely a word spoken in her defense.
How can we expect Israelis and Palestinians to reconcile if our media won't set an example by reconciling with Helen Thomas?

Why WikiLeaks Is Good for Democracy

Since 9/11, the US government, through Presidents Bush and
Obama, has increasingly told the US public that "state
secrets" will not be shared with citizens. Candidate Obama
pledged to reduce the use of state secrets, but President
Obama continued the Bush tradition. The courts, Congress and
international allies have gone meekly along with the
escalating secrecy demands of the US Executive.
By labeling tens of millions of documents secret, the US
government has created a huge vacuum of information.
But information is the lifeblood of democracy. Information
about government contributes to a healthy democracy.
Transparency and accountability are essential elements of
good government. Likewise, "a lack of government
transparency and accountability undermines democracy and
gives rise to cynicism and mistrust," according to a 2008
Harris survey commissioned by the Association of Government
Accountants.
Into the secrecy vacuum stepped Private Bradley Manning,
who, according to the Associated Press, was able to defeat
"Pentagon security systems using little more than a Lady
Gaga CD and a portable computer memory stick."
Manning apparently sent the information to Wikileaks - a
nonprofit media organization that specializes in publishing
leaked information. Wikileaks in turn shared the documents
to other media around the world, including The New York
Times, and published much of the documents' contents on its
website.
Despite criminal investigations by the U.S. and other
governments, it is not clear that media organizations like
Wikileaks can be prosecuted in the U.S., in light of the
First Amendment. Recall that the First Amendment says:
"Congress shall make no law respecting an establishment of
religion, or prohibiting the free exercise thereof; or
abridging the freedom of speech, or of the press; or of the
right of the people peaceably to assemble, and to petition
the government for a redress of grievances."
Outraged politicians are claiming that the release of
government information is the criminal equivalent of
terrorism and puts innocent people's lives at risk. Many of
those same politicians authorized the modern equivalent of
carpet bombing of Baghdad and other Iraqi cities, the
sacrifice of thousands of lives of soldiers and civilians
and drone assaults on civilian areas in Afghanistan,
Pakistan and Yemen. Their anger at a document dump, no
matter how extensive, is more than a little suspect.
Everyone, including Wikileaks and the other media reporting
on what the documents reveal, hopes that no lives will be
lost because of this flood of information. So far, it
appears those hopes have been met: McClatchy Newspapers
reported November 28, 2010, that "US officials conceded that
they have no evidence to date that the [prior] release of
documents led to anyone's death."
The U.S. has been going in the wrong direction for years by
classifying millions of documents as secrets. Wikileaks and
other media that report these so-called secrets will
embarrass people, yes. Wikileaks and other media will make
leaders uncomfortable, yes. But embarrassment and discomfort
are small prices to pay for a healthier democracy.
Wikileaks has the potential to make transparency and
accountability more robust in the U.S. That is good for
democracy.

Wikileaks: Antidote to Government Lies and Misinformation

According to Julian Assange, the founder and director
of Wikileaks, he was told by Australian intelligence
services, prior to the release by Wikileaks several
months ago of secret US government documents relating
to the war against Iraq, that all manner of smears and
personal attacks will be made against him, as
punishment for the work he is doing. The charge of
rape, for which Sweden has issued an arrest warrant for
Assange, appears to be bogus, an attempt to discredit
him and take attention away from the damning and
incriminating content of the hundreds of thousands of
documents made public by him and Wikileaks.
As expected, virtually every member of the upper
echelons of the US government is screaming for blood,
along with yahoos both liberal and conservative. Two
notable pimps, Peter King, the congressman from Nassau
County, and Joseph Lieberman, the senator from Tel
Aviv, have tried to outdo each other when it comes to
rhetorical venom. King accused Assange and Wikileaks of
"engag[ing] in terrorist activity" and said that
Wikileaks is "enabling terrorists to kill Americans.?€?
Lieberman, concluding a hysterical rant said, "Let
there be no doubt: the individuals responsible [for
disseminating the leaks] are going to have blood on
their hands.?€?
Most government hacks, elected and appointed, who have
commented so far droned on in a similar vein, and the
thrust of much media coverage as well is a variation on
the same theme. Nonetheless, the US press *is*
reporting on some juicy details contained in a few of
the leaked documents, but compared to coverage by the
European press (The Guardian's Simon Jenkins said
"[t]he job of the media is not to protect the powerful
from embarrassment") US media is giving the actual
contents short shrift while focusing instead on
national security lapses, potential "endangerment" of
unspecified persons, and damage control in the realm of
foreign diplomacy.
Ironically, the documents leaked to the media do not
contain much that is particularly revealing to anyone
with an ounce of brains, common sense and an ability to
think critically. This is quite reminiscent of the
Pentagon Papers, made public by Daniel Ellsberg in 1971
and published in The New York Times, which, for the
most part, confirmed what everyone in the peace and
antiwar movement already knew. Additionally, none of
the documents released yesterday, or those which will
be made public in the coming weeks, have been
classified as "top secret"; indeed, though
"classified", they were freely available to more than
three million people who have access to something
called Siprnet, a "miniature" internet--or, more
accurately, an intranet--maintained by the United
States government as a repository for classified
documents, diplomatic correspondence, and internal
governmental memoranda.
Nonetheless, the US government has gone into deep
frantic mode after getting caught with its pants down.
The greatest damage, perhaps, has to do with political
and diplomatic embarrassment, yet the official refrain
accuses Assange and Wikileaks of nothing short of

embarrassment is small penance to pay for committing
the worst crimes against humanity since the Nazis tore
Europe asunder seven decades ago.
What will become of Julian Assange? The only thing the
United States government can do is to kill him, and I'm
convinced this is what will happen. The US has no other
recourse. The release of these documents is of
historical importance, and that importance should not
be underestimated; nor, can any remedial action by the
US undo the shame that was made even more shameful by
making it public (to quote the famous Situationist
manifesto from the 1960s). His assassination will be
retribution for daring to take on and challenge the
most awesome, belligerent and aggressive superpower in
recent history; beyond that, it will be a clear signal
to other people who are inclined to defend
truthfulness, openness and free societies to be
considerably less adamant in their demands for freedom
and justice. I think that on some level Assange must
know that he is doomed. I wish him a long life but I
fear this is not something he will have.

According to Julian Assange, the founder and director
of Wikileaks, he was told by Australian intelligence
services, prior to the release by Wikileaks several
months ago of secret US government documents relating
to the war against Iraq, that all manner of smears and
personal attacks will be made against him, as
punishment for the work he is doing. The charge of
rape, for which Sweden has issued an arrest warrant for
Assange, appears to be bogus, an attempt to discredit
him and take attention away from the damning and
incriminating content of the hundreds of thousands of
documents made public by him and Wikileaks.
As expected, virtually every member of the upper
echelons of the US government is screaming for blood,
along with yahoos both liberal and conservative. Two
notable pimps, Peter King, the congressman from Nassau
County, and Joseph Lieberman, the senator from Tel
Aviv, have tried to outdo each other when it comes to
rhetorical venom. King accused Assange and Wikileaks of
"engag[ing] in terrorist activity" and said that
Wikileaks is "enabling terrorists to kill Americans.?€?
Lieberman, concluding a hysterical rant said, "Let
there be no doubt: the individuals responsible [for
disseminating the leaks] are going to have blood on
their hands.?€?
Most government hacks, elected and appointed, who have
commented so far droned on in a similar vein, and the
thrust of much media coverage as well is a variation on
the same theme. Nonetheless, the US press *is*
reporting on some juicy details contained in a few of
the leaked documents, but compared to coverage by the
European press (The Guardian's Simon Jenkins said
"[t]he job of the media is not to protect the powerful
from embarrassment") US media is giving the actual
contents short shrift while focusing instead on
national security lapses, potential "endangerment" of
unspecified persons, and damage control in the realm of
foreign diplomacy.
Ironically, the documents leaked to the media do not
contain much that is particularly revealing to anyone
with an ounce of brains, common sense and an ability to
think critically. This is quite reminiscent of the
Pentagon Papers, made public by Daniel Ellsberg in 1971
and published in The New York Times, which, for the
most part, confirmed what everyone in the peace and
antiwar movement already knew. Additionally, none of
the documents released yesterday, or those which will
be made public in the coming weeks, have been
classified as "top secret"; indeed, though
"classified", they were freely available to more than
three million people who have access to something
called Siprnet, a "miniature" internet--or, more
accurately, an intranet--maintained by the United
States government as a repository for classified
documents, diplomatic correspondence, and internal
governmental memoranda.
Nonetheless, the US government has gone into deep
frantic mode after getting caught with its pants down.
The greatest damage, perhaps, has to do with political
and diplomatic embarrassment, yet the official refrain
accuses Assange and Wikileaks of nothing short of

العالم يتجه نحو تعددية قطبية تكثر فيها مراكز القوى

في كتابه «فهم العالم»، يرى باسكال بونيفاس أن أول درس بدأنا نستخلصه هو أن العالم الذي كان مهيمنا عليه من قبل الغربيين منذ خمسة قرون (ثم الولايات المتحدة الأميركية) صار بصدد التلاشي والاختفاء من أمام أعيننا. ويضيف أنه إذا كان من الصعب علينا في المرحلة الراهنة أن نجزم بشكل مطلق بأن العالم يتجه نحو مفهوم «تعدد القطبية» لأن القوة الأميركية ما زالت متفوقة على بقية القوى، إلا أننا ـ مع ذلك ـ لا نستطيع القول بأن هناك منظومة واحدة تحكم العالم تحت شعار القطبية الواحدة (unipolaire)، لأن الولايات المتحدة الأميركية لم تعد وحدها قادرة على قيادة العالم ولا تحديد أجندة التغييرات العالمية، ولا حل المشاكل المطروحة لوحدها. وبالتالي "فنحن أمام وضعية جديدة وعالم يتجه نحو تعددية قطبية تتعدد فيها مراكز القوى".
وحول ما إذا كان ذلك يمثل بداية النهاية «للعصر الأميركي» في قيادة العالم، يؤكد بونيفاس في مقابلات صحفية أنها ليست بداية النهاية للعصر الأميركي في قيادة العالم فحسب، ولكنها بداية نهاية منظومة سيطرة الغرب بمفهومه الواسع بحد ذاته ممثلا في الولايات المتحدة الأميركية مضافا إليها أوروبا، مشيرا إلى أن هذا الغرب، لم يعد قادرا بالقوة وحدها على فرض إرادته على بقية أنحاء العالم مثلما كان عليه الأمر منذ بدايات القرن التاسع عشر.فالقوة العسكرية لوحدها لم تعد كافية برأيه لإدارة العالم وإلا لكان الأميركيون انتصروا في العراق، ومثال العراق بالذات، والفشل الأميركي فيه، كشفا عن أن القوة العسكرية ما زالت تمثل عاملا مهما إلا أنه عامل أصبح غير كاف لحل المشاكل الموجودة. ولكن يجب أن تترافق معه عوامل ووسائل أخرى ولهذا السبب فإن القوة أصبحت في حد ذاتها متعددة الأشكال.
تأثير الصورة
ويشدد بونيفاس على أن الهيمنة العسكرية لم تعد محددة لمستقبل موازين القوى بل اتخذت أبعادا أخرى اقتصادية وفكرية، واتخذت قيمة وبشكل خاص معلوماتية، لافتا في هذا الجانب إلى أن التنافس أصبح على أشده من أجل الهيمنة على العالم انطلاقا من تأثير الصورة.وذلك عندما برزت قناة «سي أن أن» لتظهر بعدها قنوات أخرى كبديل جديد ينتمي إلى مجال ثقافي مغاير تماما للثقافة الغربية الإعلامية المهيمنة. وتلا ذلك دخول الصينيين والروس بدوهم إلى هذا الميدان عبر إطلاقهم لقنواتهم الدولية، وفي أميركا اللاتينية أطلقت قناة دولية من أجل هذا الغرض.فاليوم أصبحت القوة عسكرية واقتصادية وتقنية وبالخصوص معلوماتية وهي قوة مرتبطة بعالم الأفكار ونشرها عبر الصورة التي ربما تلخص بشكل أكثر مجالات القدرة على التأثير.
الملف الفلسطيني-الإسرائيلي
ويرى بونيفاس أن قضية السلام بين الفلسطينيين والإسرائيليين تمثل الملف الأكثر أولوية في المرحلة الجديدة، موضحا أن الهدف هو تحقيق سلام عادل ومبني على قرارات الشرعية الدولية. ويقول إن السلام لا يجب أن يكون مفروضا بالقوة، كما أنه ليس رهين واقع عسكري معين أملاه المنتصر على المنهزم. وهذا الأمر يمثل الرهان الأكبر في المرحلة المقبلة؛ لأن هذا الصراع طال أكثر من اللازم وبالرغم من كونه جغرافيا فإنه يبقى ذا آثار محدودة، لكنه يلقي بظلاله السياسية والنفسية على الوطن العربي والإسلامي وحتى على المستوى العالمي. ويؤكد أن القضية الفلسطينية أصبحت في هذا العالم رمز الظلم وغياب العدالة ضد العالم العربي. كما أنها تكشف أيضا عن ازدواجية المعايير الغربية التي تتحدث عن الديمقراطية وعن حقوق الشعوب في تقرير مصيرها والتي لا تطبق إلا عندما يتعلق الأمر بمصالح دولية وسياسية معينة، وهي المبادئ التي يقع تجاهلها عندما يتعلق الأمر بحقوق الشعب الفلسطيني.
ذريعة أيديولوجية
ويضيف أن القضية الفلسطينية استند إليها الكثير لتبرير سلوكاته، فكانت حجة العديد من الحركات العنيفة مثلما هي حجة بعض الأنظمة في إدامة الوضعية التسلطية على شعوبها. وفي هذا السياق فإن الإرهاب، وإن استند على دوافع عديدة، فإن القضية الفلسطينية مثلت له حجة من أجل بث إيديولوجيته في العالمين العربي والإسلامي. فابن لادن ومن ورائه القاعدة، وإن لم يكونا معنيين بدرجة أولى بمصير الفلسطينيين، فإنهما اتخذا هذه القضية وسيلة للتجنيد والتشكيك في سعي الأنظمة العربية لأجل المصالح العربية وللتضامن مع الفلسطينيين.القضية الفلسطينية كانت ذريعة للقاعدة من أجل بث أفكارها وبالتالي فإن إيجاد حل لهذه القضية هو في رأيي سحب هذه الذريعة من إيديولوجيا القاعدة، وبالتالي إضعافها، مثلما هي الحال بالنسبة للعديد من الأنظمة العربية حيث يكون إيجاد حل للقضية الفلسطينية اذنا بسحب الذريعة منها في إدامة حالة التسلط السياسي، فكثيرا ما جعلت من القضية الفلسطينية ذريعتها.
الملف الإيراني
ويعرب بونيفاس عن رأيه بأن الملف النووي الإيراني غطى في عالم الإعلام الغربي على غيره، وأخذ أهمية أكبر من الملف الفلسطيني، مشيرا إلى أن هناك توجها سياسيا/إيديولوجيا في أوروبا يقول إنه يجب الحديث عن إيران، إذ كلما تحدثنا عن إيران فإننا نتحدث بشكل أقل عن معاناة الفلسطينيين. ويضيف أن أصحاب هذا التوجه يقولون إنه عندما يقع التركيز على أن إيران تمثل الخطر رقم واحد فإنه سيتم التطرق للمشكل الفلسطيني من زاوية نظر أخرى غير متعاطفة مع الفلسطينيين وبالتالي أكثر راحة بالنسبة لإسرائيل عن طريق إظهارها في مظهر المهدد والخائف. ولكن هذا التوجه الإيديولوجي يجب ألا يحجب عنا أن إيران تمثل مشكلا حقيقيا، وقدرة «الجمهورية الإسلامية» على امتلاك الأسلحة النووية سيكون بمثابة الكارثة الاستراتيجية في المنطقة. وهو أمر لا يعني فقط أمن دول المنطقة ولكن يعني أمن العالم بشكل عام.ومن هذا المنطلق، فإن وراء الحديث عن إيران عوامل ودوافع حقيقية، ووراءه أيضا دوافع مصطنعة وإيديولوجية. فالبعض يستعمل إيران كعلة عن طريق تضخيم خطرها حتى يخف الحديث عن معاناة الفلسطينيين ولكن هذا لا يجب أن يمنعنا من القول إن هناك مشكلا إيرانيا.
المنتصر.. والمستفيد
في تقرير صدر في مارس 2008 ألمح بونيفاس إلى قدرة ودهاء الإيرانيين على استغلال الوضع الإقليمي لصالحهم، وبالتالي الالتفاف على الضغط العالمي الموجه إليهم، وقال إن «المنتصر الوحيد من الحرب على العراق هو إيران»، واليوم ما زال يرى أن المنتصر الإقليمي من الحرب على العراق كان إيران والمستفيد الرئيسي على الصعيد العالمي كان الصين. ويبرر تحليله هذا لأن الولايات المتحدة ضعفت قوتها خلال الحرب على العراق فضلا عن النكسة الأخلاقية التي سادت فيها نتيجة هذه الحرب. ويرى بالمقابل أن الصين التي لم تشارك في الحرب على العراق واصلت نموها وواصلت عملية انفتاحها الخارجي على العالم، مشيرا إلى أن معرض «شنغهاي العالمي» ما هو إلا أحد رموز التطور والقوة الصينية الحالية، وقبل ذلك تنظيمها للألعاب الاولمبية مؤكدة على هذا النجاح. مع التأكيد أيضا أن الصين هي الدولة الوحيدة التي استطاعت حتى الآن الخروج من الأزمة المالية العالمية بسلام.أما على المستوى الإقليمي، فيرى ان إيران استطاعت أن تتخلص من منافسها الإقليمي الممثل في العراق، فضلا عن كونها أصبحت ذات تأثير سياسي كبير في البلد في الوقت الحالي عن طريق تأثيرها على الرصيد الأكبر من الناخبين الذين يبادلونها الإيدولوجيا المذهبية الشيعية نفسها، وبالتالي أصبحت تقريبا اللاعب الإقليمي الرئيسي في هذا البلد في السنوات الأخيرة.
الملف العراقي
أما في الملف العراقي الذي كان يرى فيه بونيفاس أن «الأميركيين دخلوا في حلقة مفرغة»، فهو يعتقد اليوم أن الدائرة المفرغة بدأت في الانفتاح مع قرار أوباما الانسحاب من العراق على الرغم من أن الأميركيين كانوا قادرين على الخروج من هذه الحلقة المفرغة قبل ذلك بكثير. ويقول: «لو قرر الأميركيون الانسحاب من العراق بعد مايو 2003 مباشرة، أي بعد انتصارهم عسكريا وإطاحتهم بنظام صدام حسين، لما كان هناك مأزق أميركي في العراق كما هو الأمر عليه في الوقت الحالي، ولكان من الممكن النظر إليهم كمحررين لا كمحتلين كما ينظر إليهم اليوم.
سيناريو كارثي
ويعتقد بونيفاس أن وجود الرئيس باراك أوباما في البيت الأبيض يحول دون الخوض بسهولة في مغامرة عسكرية جديدة، ويرى أي سيناريو للهجوم على إيران لن يكون سوى سيناريو كارثي، لأن عملية عسكرية ضد إيران ولو كانت محدودة وممثلة في ضربات جوية على المنشآت النووية الإيرانية من دون الحديث عن عملية غزو، هي لوجستيا عملية شبه مستحيلة وسوف تؤدي إلى خلق فوضى عارمة في منطقة الخليج ومنطقة الشرق الوسط بشكل عام وهو ما سيؤدي إلى وضع استراتيجي غير آمن في المنطقة، مشيرا إلى إن خطر احتمال مثل هذا السيناريو أقل بكثير مما كان عليه في عهد الرئيس جورج بوش الابن.
أي ديمقراطية؟
وردا على من يقول إن التدخل الأميركي في العراق أوجد تنافسا انتخابيا وديمقراطية ولو نسبية، يجزم بونيفاس بأن ديمقراطية تحت الاحتلال ليست ديمقراطية حقيقية، مشيرا إلى واقع تواصل العمليات الانتحارية والأبعاد الطائفية للقائمات الانتخابية، ويقول إن هذا لا يقطع الأمل بأن يكون في العراق ديمقراطية حقيقية بعد الاحتلال. ويوضح أن نسبة العنف في الانتخابات الأخيرة أقل مقارنة بالسنوات الماضية، والحضور الأميركي في المدن، والتدخل في العملية الانتخابية أقل مقارنة مع السابق. وأن العراقيين في هذا الوقت بدأوا يسترجعون جزءا من سيادتهم ولكنهم لم يصبحوا بعد بلدا ذا سيادة كاملة والذي هو أحد شروط تحقيق الديمقراطية في بلد ما.
الديمقراطية في العالم العربي
وحول رأيه في ما إذا بالإمكان استخدام مصطلح الديمقراطية في العالم العربي، يرى بونيفاس أن الديمقراطية مشروع للإنجاز لأن الأمر غير واقع فعليا، مؤكدا أنه يجب الحديث عن الديمقراطية في العالم العربي، وهذا يجب ألا يحجب الرؤية والقول إن هناك هوامش مهمة من الحرية في العالم العربي بالرغم من سيطرة الأنظمة التسلطية. ولكن في الوقت نفسه لا يعتقد أنه يمكن إحلال الديمقراطية في هذه المنطقة بفعل التدخل الخارجي وبشكل أقل ديمقراطية مفروضة نتيجة تدخل عسكري لأن الديمقراطية كانت وستظل نتيجة تفاعلات داخلية. ويضيف من المهم أيضا القول إن السياق الجغرا/سياسي وتواصل الصراع العربي الإسرائيلي تتخذه بعض الأنظمة في أحيان كثيرة ذريعة لعدم التقدم نحو عملية «الدمقرطة»، وهي الذريعة نفسها التي تتخذها بعض الأنظمة عندما يتعلق الأمر بالحصار والضغوطات الخارجية. ولكن عندما ننظر إلى بقية العالم وخصوصا أميركا اللاتينية مثلا التي تحولت بشكل كبير إلى نظم ديمقراطية، وإلى إفريقيا التي تتطور فيها الديمقراطية، وآسيا التي تشهد دفعة قوية نحو الديمقراطية فإن الديمقراطية في العالم العربي هي بشكل عام في تأخر عن بقية هذه الدول.
عوائق الديمقراطية
وعن رأيه في السبب الذي يحول بين العالم العربي وبين التوجه نحو الديمقراطية يقول بونيفاس إن هناك عدة عوائق تتمثل بالصراع العربي – الإسرائيلي الذي يمثل ذريعة من أجل الحد من الديمقراطية. وبنفوذ القوى الكبرى، مشيرا إلى أن هناك توجها عاما في الأنظمة التي ليست ملكية إلى نظام الوراثة في الحكم، وإلى أن الحرب على «الإرهاب الإسلامي» قد اتخذت أيضا كحجة جديدة من أجل الحد من الحريات والتقدم نحو الديمقراطية، وهو أمر كان شبيها في سنوات خلت في العديد من البلدان عندما كانت مقاومة الشيوعية ذريعة للحد من الديمقراطية وهو الأمر الذي يحدث اليوم.
مقاومة الإرهاب
وعن رؤيته للتطرف الإسلامي المرتبط بالعنف وتنظيم القاعدة والنظرة المستقبلية التي يحملها لهذا التنظيم تحديدا، يقول إنه في الوقت الحالي الملاحظ أن القاعدة في حالة انحسار وأن قدرتها على الضرب أصبحت محدودة، مستدركا أن هذا لا يعني أنها انتهت وأن ليس لها من قدرة في المستقبل على القيام بعمليات، موضحا أن قدرتها على التحرك أصبحت محدودة، لكنه لا يستبعد أن نسمع غدا عن عملية تفجير هنا أو هناك.وعلى المدى البعيد، يقول إنه إذا تمكنا من غلق الملف الفلسطيني نهائيا وإذا تمكن المجتمع العربي من «دمقرطة» نفسه وتحرير المجتمع المدني داخله، فإن هذا أفضل باب يمكن أن نقاوم من خلاله الإرهاب.

ويرى بونيفاس أن قضية السلام بين الفلسطينيين والإسرائيليين تمثل الملف الأكثر أولوية في المرحلة الجديدة، موضحا أن الهدف هو تحقيق سلام عادل ومبني على قرارات الشرعية الدولية. ويقول إن السلام لا يجب أن يكون مفروضا بالقوة، كما أنه ليس رهين واقع عسكري معين أملاه المنتصر على المنهزم. وهذا الأمر يمثل الرهان الأكبر في المرحلة المقبلة؛ لأن هذا الصراع طال أكثر من اللازم وبالرغم من كونه جغرافيا فإنه يبقى ذا آثار محدودة، لكنه يلقي بظلاله السياسية والنفسية على الوطن العربي والإسلامي وحتى على المستوى العالمي. ويؤكد أن القضية الفلسطينية أصبحت في هذا العالم رمز الظلم وغياب العدالة ضد العالم العربي. كما أنها تكشف أيضا عن ازدواجية المعايير الغربية التي تتحدث عن الديمقراطية وعن حقوق الشعوب في تقرير مصيرها والتي لا تطبق إلا عندما يتعلق الأمر بمصالح دولية وسياسية معينة، وهي المبادئ التي يقع تجاهلها عندما يتعلق الأمر بحقوق الشعب الفلسطيني.
ذريعة أيديولوجية
ويضيف أن القضية الفلسطينية استند إليها الكثير لتبرير سلوكاته، فكانت حجة العديد من الحركات العنيفة مثلما هي حجة بعض الأنظمة في إدامة الوضعية التسلطية على شعوبها. وفي هذا السياق فإن الإرهاب، وإن استند على دوافع عديدة، فإن القضية الفلسطينية مثلت له حجة من أجل بث إيديولوجيته في العالمين العربي والإسلامي. فابن لادن ومن ورائه القاعدة، وإن لم يكونا معنيين بدرجة أولى بمصير الفلسطينيين، فإنهما اتخذا هذه القضية وسيلة للتجنيد والتشكيك في سعي الأنظمة العربية لأجل المصالح العربية وللتضامن مع الفلسطينيين.القضية الفلسطينية كانت ذريعة للقاعدة من أجل بث أفكارها وبالتالي فإن إيجاد حل لهذه القضية هو في رأيي سحب هذه الذريعة من إيديولوجيا القاعدة، وبالتالي إضعافها، مثلما هي الحال بالنسبة للعديد من الأنظمة العربية حيث يكون إيجاد حل للقضية الفلسطينية اذنا بسحب الذريعة منها في إدامة حالة التسلط السياسي، فكثيرا ما جعلت من القضية الفلسطينية ذريعتها.
الملف الإيراني
ويعرب بونيفاس عن رأيه بأن الملف النووي الإيراني غطى في عالم الإعلام الغربي على غيره، وأخذ أهمية أكبر من الملف الفلسطيني، مشيرا إلى أن هناك توجها سياسيا/إيديولوجيا في أوروبا يقول إنه يجب الحديث عن إيران، إذ كلما تحدثنا عن إيران فإننا نتحدث بشكل أقل عن معاناة الفلسطينيين. ويضيف أن أصحاب هذا التوجه يقولون إنه عندما يقع التركيز على أن إيران تمثل الخطر رقم واحد فإنه سيتم التطرق للمشكل الفلسطيني من زاوية نظر أخرى غير متعاطفة مع الفلسطينيين وبالتالي أكثر راحة بالنسبة لإسرائيل عن طريق إظهارها في مظهر المهدد والخائف. ولكن هذا التوجه الإيديولوجي يجب ألا يحجب عنا أن إيران تمثل مشكلا حقيقيا، وقدرة «الجمهورية الإسلامية» على امتلاك الأسلحة النووية سيكون بمثابة الكارثة الاستراتيجية في المنطقة. وهو أمر لا يعني فقط أمن دول المنطقة ولكن يعني أمن العالم بشكل عام.ومن هذا المنطلق، فإن وراء الحديث عن إيران عوامل ودوافع حقيقية، ووراءه أيضا دوافع مصطنعة وإيديولوجية. فالبعض يستعمل إيران كعلة عن طريق تضخيم خطرها حتى يخف الحديث عن معاناة الفلسطينيين ولكن هذا لا يجب أن يمنعنا من القول إن هناك مشكلا إيرانيا.
المنتصر.. والمستفيد
في تقرير صدر في مارس 2008 ألمح بونيفاس إلى قدرة ودهاء الإيرانيين على استغلال الوضع الإقليمي لصالحهم، وبالتالي الالتفاف على الضغط العالمي الموجه إليهم، وقال إن «المنتصر الوحيد من الحرب على العراق هو إيران»، واليوم ما زال يرى أن المنتصر الإقليمي من الحرب على العراق كان إيران والمستفيد الرئيسي على الصعيد العالمي كان الصين. ويبرر تحليله هذا لأن الولايات المتحدة ضعفت قوتها خلال الحرب على العراق فضلا عن النكسة الأخلاقية التي سادت فيها نتيجة هذه الحرب. ويرى بالمقابل أن الصين التي لم تشارك في الحرب على العراق واصلت نموها وواصلت عملية انفتاحها الخارجي على العالم، مشيرا إلى أن معرض «شنغهاي العالمي» ما هو إلا أحد رموز التطور والقوة الصينية الحالية، وقبل ذلك تنظيمها للألعاب الاولمبية مؤكدة على هذا النجاح. مع التأكيد أيضا أن الصين هي الدولة الوحيدة التي استطاعت حتى الآن الخروج من الأزمة المالية العالمية بسلام.أما على المستوى الإقليمي، فيرى ان إيران استطاعت أن تتخلص من منافسها الإقليمي الممثل في العراق، فضلا عن كونها أصبحت ذات تأثير سياسي كبير في البلد في الوقت الحالي عن طريق تأثيرها على الرصيد الأكبر من الناخبين الذين يبادلونها الإيدولوجيا المذهبية الشيعية نفسها، وبالتالي أصبحت تقريبا اللاعب الإقليمي الرئيسي في هذا البلد في السنوات الأخيرة.
الملف العراقي
أما في الملف العراقي الذي كان يرى فيه بونيفاس أن «الأميركيين دخلوا في حلقة مفرغة»، فهو يعتقد اليوم أن الدائرة المفرغة بدأت في الانفتاح مع قرار أوباما الانسحاب من العراق على الرغم من أن الأميركيين كانوا قادرين على الخروج من هذه الحلقة المفرغة قبل ذلك بكثير. ويقول: «لو قرر الأميركيون الانسحاب من العراق بعد مايو 2003 مباشرة، أي بعد انتصارهم عسكريا وإطاحتهم بنظام صدام حسين، لما كان هناك مأزق أميركي في العراق كما هو الأمر عليه في الوقت الحالي، ولكان من الممكن النظر إليهم كمحررين لا كمحتلين كما ينظر إليهم اليوم.
سيناريو كارثي
ويعتقد بونيفاس أن وجود الرئيس باراك أوباما في البيت الأبيض يحول دون الخوض بسهولة في مغامرة عسكرية جديدة، ويرى أي سيناريو للهجوم على إيران لن يكون سوى سيناريو كارثي، لأن عملية عسكرية ضد إيران ولو كانت محدودة وممثلة في ضربات جوية على المنشآت النووية الإيرانية من دون الحديث عن عملية غزو، هي لوجستيا عملية شبه مستحيلة وسوف تؤدي إلى خلق فوضى عارمة في منطقة الخليج ومنطقة الشرق الوسط بشكل عام وهو ما سيؤدي إلى وضع استراتيجي غير آمن في المنطقة، مشيرا إلى إن خطر احتمال مثل هذا السيناريو أقل بكثير مما كان عليه في عهد الرئيس جورج بوش الابن.
أي ديمقراطية؟
وردا على من يقول إن التدخل الأميركي في العراق أوجد تنافسا انتخابيا وديمقراطية ولو نسبية، يجزم بونيفاس بأن ديمقراطية تحت الاحتلال ليست ديمقراطية حقيقية، مشيرا إلى واقع تواصل العمليات الانتحارية والأبعاد الطائفية للقائمات الانتخابية، ويقول إن هذا لا يقطع الأمل بأن يكون في العراق ديمقراطية حقيقية بعد الاحتلال. ويوضح أن نسبة العنف في الانتخابات الأخيرة أقل مقارنة بالسنوات الماضية، والحضور الأميركي في المدن، والتدخل في العملية الانتخابية أقل مقارنة مع السابق. وأن العراقيين في هذا الوقت بدأوا يسترجعون جزءا من سيادتهم ولكنهم لم يصبحوا بعد بلدا ذا سيادة كاملة والذي هو أحد شروط تحقيق الديمقراطية في بلد ما.
الديمقراطية في العالم العربي
وحول رأيه في ما إذا بالإمكان استخدام مصطلح الديمقراطية في العالم العربي، يرى بونيفاس أن الديمقراطية مشروع للإنجاز لأن الأمر غير واقع فعليا، مؤكدا أنه يجب الحديث عن الديمقراطية في العالم العربي، وهذا يجب ألا يحجب الرؤية والقول إن هناك هوامش مهمة من الحرية في العالم العربي بالرغم من سيطرة الأنظمة التسلطية. ولكن في الوقت نفسه لا يعتقد أنه يمكن إحلال الديمقراطية في هذه المنطقة بفعل التدخل الخارجي وبشكل أقل ديمقراطية مفروضة نتيجة تدخل عسكري لأن الديمقراطية كانت وستظل نتيجة تفاعلات داخلية. ويضيف من المهم أيضا القول إن السياق الجغرا/سياسي وتواصل الصراع العربي الإسرائيلي تتخذه بعض الأنظمة في أحيان كثيرة ذريعة لعدم التقدم نحو عملية «الدمقرطة»، وهي الذريعة نفسها التي تتخذها بعض الأنظمة عندما يتعلق الأمر بالحصار والضغوطات الخارجية. ولكن عندما ننظر إلى بقية العالم وخصوصا أميركا اللاتينية مثلا التي تحولت بشكل كبير إلى نظم ديمقراطية، وإلى إفريقيا التي تتطور فيها الديمقراطية، وآسيا التي تشهد دفعة قوية نحو الديمقراطية فإن الديمقراطية في العالم العربي هي بشكل عام في تأخر عن بقية هذه الدول.
عوائق الديمقراطية
وعن رأيه في السبب الذي يحول بين العالم العربي وبين التوجه نحو الديمقراطية يقول بونيفاس إن هناك عدة عوائق تتمثل بالصراع العربي – الإسرائيلي الذي يمثل ذريعة من أجل الحد من الديمقراطية. وبنفوذ القوى الكبرى، مشيرا إلى أن هناك توجها عاما في الأنظمة التي ليست ملكية إلى نظام الوراثة في الحكم، وإلى أن الحرب على «الإرهاب الإسلامي» قد اتخذت أيضا كحجة جديدة من أجل الحد من الحريات والتقدم نحو الديمقراطية، وهو أمر كان شبيها في سنوات خلت في العديد من البلدان عندما كانت مقاومة الشيوعية ذريعة للحد من الديمقراطية وهو الأمر الذي يحدث اليوم.
مقاومة الإرهاب
وعن رؤيته للتطرف الإسلامي المرتبط بالعنف وتنظيم القاعدة والنظرة المستقبلية التي يحملها لهذا التنظيم تحديدا، يقول إنه في الوقت الحالي الملاحظ أن القاعدة في حالة انحسار وأن قدرتها على الضرب أصبحت محدودة، مستدركا أن هذا لا يعني أنها انتهت وأن ليس لها من قدرة في المستقبل على القيام بعمليات، موضحا أن قدرتها على التحرك أصبحت محدودة، لكنه لا يستبعد أن نسمع غدا عن عملية تفجير هنا أو هناك.وعلى المدى البعيد، يقول إنه إذا تمكنا من غلق الملف الفلسطيني نهائيا وإذا تمكن المجتمع العربي من «دمقرطة» نفسه وتحرير المجتمع المدني داخله، فإن هذا أفضل باب يمكن أن نقاوم من خلاله الإرهاب.
